Travel plans should be meaningful, deliverable and enforceable. The current trend is for travel plans to describe what might happen in an ideal world e.g. car sharing

The proposals to date just appear to pay lip service for need for environmental considerations. Focus should be on the new solutions/links rather than piling more pressure on existing over-burdened links. Havent seen much of a transport assessment referred to in the draft policy.

We support an approach that aligns with NPPF Paragraph 118, so that the likely impacts of developments on road travel can be adequately assessed. This will ensure significant development is focussed on the most sustainable locations, where the need to travel has been minimised, and a genuine choice of transport modes have been considered. Indeed, the accompanying Travel Plan and Transport Statement should effectively demonstrate this, to ensure development occurs in the most sustainable and accessible locations. This will support development that promotes active travel, adapts to climate change and addresses health inequalities.

The work of the Local Planning Authority and the Highways Authority requires much better co-ordination in relation to the highway capacity needed to service developments both individually and collectively. Some highway capacity issues are unavoidable because of old historical layouts but others stem from poor integration between land use planning and transport planning.
The highway infrastructure required for new developments should be installed upfront not after the development has taken place.

Yes. Employment designated sites in Local Centres need to be protected to encourage local businesses and hence reduce road traffic use by encouraging the workforce to walk/cycle to work as the employment will be within the settlement.

The provision of appropriate infrastructure in settlements E1, B1 and X2 would present fewer challenges and less cost than in BW where traffic movement to and from the settlement would cause pollution, disruption to local communities and congestion on local roads. Electric vehicles will not provide a solution for the foreseeable future.

Development at BW would result in considerable vehicle movement causing pollution, congestion on surrounding roads and disruption to local communities. Electric vehicles will not solve this for the foreseeable future. Settlement sites such as E1, B1 and X2 would be more suitable in presenting less challenge and cost.

Not enough emphasis on creating new railway stations to improve
transportation links for employment, reducing carbon emissions and traffic congestion. Travelling by road is very inefficient and doesn’t promote growth for the economy compared to rail or bus where more people can travel at once with minimal environmental impact.

I hope the idea of re-opening a rail /tram link between Honeybourne and Stratford via long Marstonwill be seriously considered.
I also think that more consideration should be given to the known consequences of improving traffic flows by road building. This encourages more people and freight to travel further, when we now need to be investigating ways of reducing road travel by making it possible to satisfy more of our needs from and within the local area or by using public transport.

This is good but clearly not been applied in thinking to the ratings of the various options.
And selecting sites due to proximity to low capacity Diesel train routes in not appropriate - locations need to be selected that they minimise distance travelled as well - with connectivity to major transport corridors being important - eg M40 and North / South major train routes - not just North to Birmingham

The policy direction is generally welcomed. When wording the detailed related policies, a level of flexibility should be afforded with a positively worded approach to support active and low-carbon transport journeys.
Policies should be supportive of sites that can accommodate sustainable transport options. This approach not only adheres to the NPPF but also fosters a cohesive integration of transport and land use planning, promoting sustainable growth and community well-being.
