We strongly agree with the result for the sites to be Further Assessed, however, we do consider the sites should have been scored lower in the HELAA results, for the reasons set out below.
We would also request clarity as to the application of the harm and mitigation weighting factors, which is not sufficiently provided in the HELAA methodology. Whilst paragraphs 3.9 to 3.11 do provide a brief background, we are unclear whether a consistent approach has been applied to the weighting factor in respect of all criteria.
We disagree with the approach taken in relation to the Spatial Growth Strategy Priority Areas, as set out in paragraph 3.8, whereby the highest weighing factors are reserved for these areas. Whilst we appreciate the importance of these sites, this places all other sites, including new settlements at an unjust advantage in the assessment as it results in a lower score, particularly in consideration of paragraph 3.12 of the methodology, which confirms that scores closest to zero are more favourable.
The approach fails to consider the potential for mitigation in these areas, as set out in Table 3b of the methodology, placing them at a disadvantage in comparison to other sites. This does not represent a consistent approach and does not allow the true comparison of the suitability of sites. It also seems to be a counter-intuitive approach; the Spatial Growth Strategy Priority Areas are deemed to be
fundamental to the success of the SWLP yet they score higher and less favourably than any other site.
We would request full transparency and explanation as to the application of the weighted scores.

Site 749- Flood plain from Barford West side
• Extraordinary to imagine that this area so close to a river that floods regularly could be developed. The development is on land that is only a few feet higher than the flood plain and already has been known to flood SO6
• Overdevelopment of the village more than doubling the number of houses. Failing to protect the villages cultural history attractive nature and environmental assets. SO7, SO8, SO12
• Sewage system in the village already overloaded as seen by the recurrent problems in the recent developments of Bembridge Close in particular. SO3

712 proposed 80 houses end of Church Lane
• No safe access. Church Lane is a single track road with no pavement. Along the first 200 meters of its length there is no opportunity to widen the road or make safe access for pedestrians. It is widely used by pedestrians for access to the playing fields, access to the footpath behind the village and for local residents. There would be a major health and safety risk if this were developed. SO10
• Historic pond from stone workings between the village and the site will need to be filled in/or the banks reinforced, affecting protection of cultural assets, protection of green spaces. SO12, SO8

• Adjacent to proposed sand/gravel extraction. If the minerals development goes ahead, it will be a health risk to residents SO 10
• If the minerals development does not go ahead, this site would be suitable to the much needed residential/care home for the village.
• Given the large recent developments in the village with several hundred houses built no more residential properties are needed. This has been demonstrated in the local housing needs survey.

I am not a NIMBY and understand the need for more houses but sites 148 and 747 are unsuitable. These are flood prone areas which means new houses are liable to be flooded and more building would create surface water runoff and worsen flooding downstream. Honington is often cut off due to water on both sides of the road. Low-lying land in Tredington often floods. The main A3400 would be impacted by this.
Shipston is a rural town disrupted by building in recent years. Schools are oversubscribed, the medical centre is overwhelmed, and parking in town is inadequate. The town is congested, leading to pollution. The sewerage treatment plant struggles to cope with the present housing. Fell Mill Lane is a designated Area of Restraint to protect open space and prevent excessive development.
Local roads are very narrow and used by farm transport. The edges of roads are often in poor condition. There is no direct access to the Banbury Road or the A3400. Cars would have to travel over the River Stour at Honington or the Shipston-Banbury road to access the A3400. The Honington Bridge is narrow and leads to A T-junction with poor visibility. The only other method of access would be the Brailes road and over the bridge in Shipston which does not have room for two cars to pass if there are any pedestrians on the pavement. Where would the obviously-needed new bridge be situated in Shipston or Honington. Extra cars will worsen these traffic issues.

We acknowledge and support the Council’s assessment in the HELAA that Land off Bush Heath Road, Harbury (RefID 540) should be taken forward for further consideration in the SWLP in terms of its suitability, availability, and achievability as a location for development.
Our site is, however, mistakenly considered together other County Council held land on the edge of Harbury. In the HELAA the site name is given as ‘Harbury (South and West)’ with a combined site area measuring 40.19ha. The submitted site measures 5.13 ha (12.68 acres) and lies immediately adjacent to the built-up area of Harbury, west of the Bush Heath Road and excludes the existing community allotments (please refer attached written reps, Appendix A). Further corrections are required in terms of:
• Proposed Use - Presently this is stated as being ‘Mixed’. The actual proposed use is ‘Housing/Residential’ with some supporting public open space.
• Current Use - Presently this is stated as being Agricultural / Residential. The current use is Agricultural.
It is requested that the site assessment is updated accordingly.
To help address any confusion, amended site details will also be formally submitted thru the Call for Sites.

Roads and Traffic
The roads in the Swallowfield area are predominantly rural, narrow, and unlit, with no central or side white lines. Several sections are barely wide enough for vehicles to pass, and there are no pavements or street lights. The 60mph speed limit on some of these roads makes them particularly hazardous for walkers, cyclists, and horse riders. Increased residential and commercial traffic will exacerbate these dangers and contribute to congestion, especially during peak times. The area also experiences frequent flooding, which further complicates traffic management and safety.
Railway
The local railway infrastructure is insufficient to support the proposed development. The current car park is limited in capacity and cannot be expanded. The railway service is already infrequent and at capacity, and any increase in service would require significant investment, which is unlikely given current budget constraints. Additionally, there is no step-free access for northbound trains, which limits accessibility for many residents.
Services and Infrastructure
The area suffers from frequent power cuts, and substantial investment is needed to support new dwellings with air source heat pumps, as outlined in the SWLP. There is no mains gas available, raising concerns about how heating needs will be met. The water supply and sewage treatment infrastructure are inadequate, and it is unclear how these services will be managed for the
new development. Mobile phone coverage is already poor, and it is uncertain if the networks can handle the additional capacity required by the new residents.
Environmental Impact
The proposed development will have a significant impact on the local environment. The rural roads and surrounding countryside are home to diverse wildlife and natural habitats that could be disrupted by increased traffic and construction activities. The area also attracts visitors to nearby National Trust properties, and the increased traffic will diminish the appeal and accessibility of these sites. The environmental impact of such a large development needs careful consideration, including biodiversity, climate
resilience, and sustainability.

Re: Objection to HELAA Part B Site Assessment - Land at Chessetts Wood Road, Lapworth
Roads:
Chessetts Wood Road, although called a ‘road’ is effectively a lane. It has no central or side white lines, no pavements, is unlit and a 60mph speed limit. The road is already a dangerous and busy cut through and additional residents will only add to that danger.
Chessetts Wood Road also floods to the point of closure several times per year
Services:
The area faces frequent power cuts, and significant investment is needed to support new dwellings, particularly with air source heat pumps. There is no mains gas, and the water supply and sewage systems may not handle additional demand. Mobile phone coverage is poor and may not support extra capacity.
Environment:
There are two popular National Trust properties in the locality and they, along with the beautiful countryside attract visitors from across the County and wider areas. Additional development within the area is likely to harm this attraction and is at odds with the councils #1 planning policy of wanting a beautiful environment.

I wish to object to the four housing areas proposed in and around the village of Leek Wootton
(REFID 2/229/116/603) on the following grounds: -
The effect these will have on the integrity and character of village ie keeping it separate from other settlements, as stated as a commitment in the current local plan
The fact that these parcels of land are in the Green Belt.
Overdevelopment: Leek Wootton is designated as a growth village in the current local plan and has already had growth substantial ie the Cala development at Police HQ.
The pressure on infrastructure and services both in the village and local towns that will result from this amount of development.
The increased volume of traffic on already busy roads and the inability to widen Warwick Road due to listed buildings in close proximity to the road.
The damage to listed buildings due to traffic vibration from increased vehicle movements.
The effect on ecology and wildlife habitats including the loss of flora and fauna.
The reduction of noise and air quality.
The loss of recreational amenity space.
The increased risk of flooding from run off from developed areas and the effect on the water table.

Site 600 Objection.
I am opposed to the site with reference 600 (Land off Malthouse Lane) being proposed as a potential location for development . I believe the HELAA Part A and B assessments of the site need to be reviewed, to take account of local knowledge of the site. I am also concerned that development in this location would conflict with planning policies in the Tanworth Neighbourhood Development Plan (“NDP”), which was relatively recently made, with a detriment to the character of Earlswood and of the lakes. This site should not go forward to the next round of the Local Plan Review.
