1. Impact on Green Belt: Site C1 is located within an area that contributes significantly to the Green Belt. The Green Belt Review Stage 1 indicates that this site plays a crucial role in preventing urban sprawl and maintaining the character of the countryside.
2. Sustainability Concerns:
Although Site C1 is noted for its proximity to educational facilities, only 17% of the settlement area is within a sustainable distance to a primary school. This limited accessibility could lead to increased traffic congestion and reliance on private vehicles, contradicting sustainability goals.
3. Infrastructure Strain: The proposed development of 6,000 homes would place an immense strain on existing infrastructure, including roads, public transport, sewage and local services.
4. Environmental Impact: The development poses a risk to local biodiversity and natural habitats. The area is home to various species that could be adversely affected by construction and increased human activity.

I are very strongly opposed to the proposed housing development between Mathouse Lane and Terry's Pool As residents of Malthouse have we already have traffic and parking issues constantly. The roads are too narrow for increased traffic Any building development would contribute to the mayhem. There is a sign at the top of Springbrook have saying the road is unsuitable for HGVS, which it Most definitely is Small have is also too narrow for HGV's. Not only would the development have a detrimental effect on the residents, but there is insufficient infrastructure eg there are already sewage/smell problems, lack of road Maintenance, lack of policing etc Earlswood haves is a beauty spot, which Many residents of Earlswood, Solihull and beyond are able to enjoy whether it is to walk, cycle, fish, bird watch or to ride horses Activities which are very beneficial to people's mental health, consequently the proposed development will have a negative impact on the locality. The proposal development is green best and will have a huge impact on local wildlife and nature. Another very important issue is the flooding which some residents experience. The field is very wet and the having development will not help the
drainage of flood water. If trees and hedges are removed to accommodate the houses, this will also have a impact on the stability of the soil and wildlife habitat. Access to the site from Malthouse have, is down a very narrow and will a huge negative impact an existing housing.

The Site has not previously been submitted to the Local Plan, but is the subject of a submission in response to the focused Call for Sites which is being undertaken alongside the Preferred Options consultation. In summary, the Site is considered suitable, available and achievable as an extension to Site E1, offering greater flexibility and scale as part of a masterplanned approach to any new settlement.
the Site would form a logical and sustainable extension to Site E1, relating well to the current identified boundary and offering additional capacity to support an increase in the scale of development and therefore the service and infrastructure offer across the new settlement. The representation below outlines the sustainability benefits offered by Site E1, and the reasons why Site E1, in combination with the Site, should be included as a New Settlement Location in the SWLP.

It should be noted that the results in the HEELA only cover part of the site and not its entirety and thus we request that the entire site be assessed particularly when it lies within a parcel of safeguarded land. Bloor Homes disagrees with the findings presented in the HEELA, asserting that the site is highly accessible and situated in a predominantly residential area that is experiencing significant growth. The necessity for more housing clearly surpasses these unfounded concerns, and the site's accessibility, along with its closeness to essential amenities and services, underscores its suitability for residential development throughout the planning period.

The large brownfield site in the parish, Cemex on the A423 (#691) is a very difficult building environment. It was rejected following your consultation for new “villages” a few years ago; even after it was linked to the Polo Ground to get the numbers up. The “winners”, if I remember, were very many houses at Lighthorne Heath and the beginnings of the Long Marston plans.

The brownfield site (#691) mentioned above is interesting. The Cemex site is listed as 104.74 ha (more than 250 acres). If we add this to all the other HELAA “prospects” in the Long Itchington area ( that have been put forward by the non SWLP team) we get to approximately 199ha (500 acres) - good for many thousand houses. This is not much smaller than the new “towns” at Ufton (F1) and Deppers Bridge (F2) by the time we have added suitable transport infrastructure new schools, doctor’s surgeries etc.
Together, these would make Southam and Long Itchington one, ribbon-development urban area – not a very edifying planning concept. In particular, this would change the nature of Long Itchington – from a unique, attractive and distinctive village with many historic buildings and independent facilities. HELAA 691 directly conflicts with Strategic objectives 7, 8,9 and 10.

The HELAA report cites that the land proposed for development is of a higher than usual agricultural value and also, the landscape sensitivity of the area is high. It provides a buffer between Middletown, Studley and Redditch.
SA Objective 10 does not take into account, the already stretched NHS services in the area. SA Objective 12 takes no account of the fact that the local schools are already at full capacity with no room for further development, road access is poor and pedestrian access from Middletown could be dangerous due to having to cross the A448.

Bellway is promoting Site ID 106 and 150 which were both assessed in Part B of the HELAA.
Site ID 150 (is located within the proposed SGL SG10. Bellway strongly support the proposed allocation of their land.
Site ID 106/150 scored 33.70 overall. Across all sites assessed in Part B, the median score was 45. We note a lower score is considered better and therefore the Site’s score reflects a positive assessment and means the site is much better performing than the majority of sites assessed in the HELAA.
The site is located on the edge of an existing growth settlement which offers a range of services and facilities and is served by public transport which connects the site to other settlements such as Whitnash, Leamington Spa and Warwick. Bishop’s Tachbrook is also one of very few settlements within Warwick District that is not located within the Green Belt or restricted in terms of landscape or ecological designations.
Site ID 106/150 offers the opportunity for much needed housing delivery in the immediate term. From current SWLP evidence that is available, the HELAA has positively assessed the site.
In light of the above, Site ID 106/150 should remain as a proposed residential allocation within the SWLP.

We disagree with the scoring and consider the site should score higher. In particular we would like to comment that our client’s land does not contain any Priority Habitat and therefore does not have a negative impact. The site abuts a LWS on its southwestern boundary.
Site 98 also was graded Amber in terms of Site Location, again we disagree. The site would have direct access onto the A425 Southam Road, the main road through the village and which is also a regular bus route between Rugby and Leamington, making this site more accessible to public transport than existing properties within the village. Radford Semele hosts a multitude of services and facilities including Post Office, Primary School, Village Store, Pub, Community Hall, Playing fields all within a 15- minute walk of the site and hence supporting the 20-minute neighbourhood principle. Site 209 scored better than Site 98 in the HELAA, however it was rated Amber for Listed Building and Viability and deliverability.
This site is located on the east side of Radford Semele as opposed to sites 182, 658 and 225 which all propose housing on the western side of Radford Semele which could lead to potential merging in the future with the built-up area of Leamington resulting in Radford Semele losing its village identity. These concerns are also set out in the Radford Semele Adopted Neighbourhood Plan as follows “There are also concerns that the growth of Radford Semele village and Royal Leamington Spa could see the separation of the two settlements diminish to the point where Radford Semele is no longer a distinct, separate community”.

We would agree with the overall score for this site as we believe the site scored better than all other sites put forward in Radford Semele in all categories and as such this site should be put forward as a housing land allocation. Out of a total of 880 Call for Sites, only 54 sites scored higher than site 664.
The site scored higher (Amber) due to being within 500m of the rural listed buildings, the Parish Church of St Nicholas, The White Lion PH and 64 and 66 Southam Road and 20% of the site being within 25m of a Conservation Area. When considering the impact of developing this site as set out in paragraph 212 of
the NPPF the impact on the significance of this designated heritage asset would be less than substantial harm. We consider under the appropriate tests that a masterplan for this site could be prepared that would ensure mitigation of the less than substantial harm and that a public open space provision would outweigh that harm.

This site is adjacent to RBC’s boundary. RBC is in the process of seeking Cabinet approval to commence Regulation 18 Preferred Option consultation on RBC’s new Local Plan, including site allocations. The South Warwickshire Plan may wish to take RBC’s proposed
allocation into consideration when assessing the suitability of site 695. More details of this can be found on RBC's website, the site ID is 328.
The South Warwickshire Plan’s HEELA B assessment indicates that a primary school could be built on site 695, and indicates that a secondary school is not “proposed, accommodated or within distance” of the site. If this site was to come forward RBC would be keen to understand how education is to be provided for future residents of the site.
The site borders the parish of Ryton-on-Dunsmore. There is a neighbourhood plan which corresponds to the boundaries of the parish. It may be prudent to ensure that the Civil Parish of Ryton-On-Dunsmore are consultees should this site be further considered for allocation.

We strongly agree with the result for the site to be Further Assessed. The site lies within Priority Area 2 with 3% of the site within Priority Area 1. This is therefore a sustainable location with good access to a range of services and facilities, alongside public transport connections to surrounding towns and villages. The site (ref 183) is within 800m (10 min walk) of two Primary Schools. The development of this site for residential would be appropriate and would provide an obvious extension to the existing residential uses along Rounds Hill and Rouncil Lane. The development of this site would not extend the built up area beyond the existing line of development in Rouncil Lane.
We strongly recommend this site (site ref 183) is taken forward for residential irrespective of the decision re SG04.

This is not right and not fair to us who moved to this area due to the green belt area.

Specifically in respect of Sharba Homes interest at Oakley Wood Road, Bishops Tachbrook (HELAA Ref: 163), the findings of the HELAA are largely supported, but subject to correction of some notable factual errors that must be corrected.
Flood Risk - this should be assessed as green.
5.1.8 Natural Resources - i this should also be assessed as green.
5.1.9 Accessibility - Notwithstanding this, it is noted in the Sustainability Appraisal that any impact would be able to be mitigated against further ratifying its green rating
5.1.10 Heritage – The previous planning application identified no impact on any heritage asset or its setting and thus we assert that there are no possible grounds for such an alleged constraint and that this should also be ‘green’.
5.1.11 Viability / availability – There are absolutely no viability or availably matters pertaining to the site.
5.1.12 Overall suitability – a suite of technical information was also produced as part of the previous planning application (reference: W/16/2076). Whilst some of this information might require updating, it is nonetheless helpful to demonstrate the site's suitability and deliverability in planning terms.
5.1.13 A revised masterplan is included with this submission demonstrating how up to 160 new homes could be delivered in a high quality, well designed and landscape led setting.
5.1.14 Bishops Tachbrook is one of only three category one villages outside of the major conurbations that is not in greenbelt, and thus has strong credentials to take its fair share of future housing growth which should be substantial, and we believe that the Sharba Homes’ site is the next most logical and sustainable candidate for allocation / development in this village. Looking at the undeveloped land around the village, northwest and western expansions do have evidential heritage constraints, the north is a protected green gap from Leamington Spa, and land to the south has a significantly elevated prominence of the highest landscape impact around the village.Only the Sharba site southeast of Oakley Wood road avoids all of these constraints, with none of its own.

Secondly – the site receives a 2 point deduction for proximity to rural listed buildings. However the statutory test is one of impact NOT proximity. The previous planning application confirms absolutely no heritage impact will result from the development of this site. PLEASE CAN THIS BE CORRECTED AND THE TWO POINT DEDUCTION REMOVED.

The site (Ref. 445 Land South of Allimore Lane, Alcester) scores poorly in the Housing and Economic Land Availability Assessment (HELAA) as it has erroneously been assessed as being located in an area with moderate contribution to Green Belt purposes. As a matter of fact, the site is not located within the Green Belt.
At Alcester, the Green Belt wraps around the settlement, but does not cover the built up area itself. Included at Appendix 3 is an extract from the Green Belt Review Stage 1 (September 2024) which has been marked up to demonstrate that Site 445 is not located in the Green Belt.
It is requested that the site assessment and scoring is updated accordingly.
