Development based on a supposed need for economic growth. Growth per se is unnecessary and unsustainable for a stable economy.
Less land is needed to provide similar numbers of jobs. The figures suggest that there is little need to allocate more employment land.
B1 uses require smaller buildings for the same floorspace as B2 and B8 uses. Has this been allowed for?
Gateway: development and investment should be concentrated on the regeneration of urban centres - there are suitable brownfield sites in Coventry where development could be located rather in the Green Belt. Support paragraph 8.21 that 'further work is needed to clarify this figure in relation to more up to date economic and demographic projections and to examine the impact of potential development at the Coventry and Warwickshire Gateway site'

The University has previously made representations to remove the Campus known as 'Central Campus West' within the boundary of Warwick District from the greenbelt. It is considered that the Campus should be removed from the greenbelt in the new local plan to establish a secure long term boundary at the edge of the University. Objects to 5th bullet point of PO8 as MDS designation for the University is not appropriate. Instead the designation of the site (outside the greenbelt) should be mentioned elsewhere in the policy. If the campus remains in the greenbelt the University requests further discussion with the District Council to provide assurances that its approach towards MDS designation remains appropriate. Paragraph 8.24 should be rewritten to reflect that the university is not a B Class employment use to which the employment land supply figures should relate. Plan should recognise the contribution of the University to delivering employment growth and supporting knowledge based industries but not providing the employment land supply.

"Market signals" have not been taken in to account. Tournament Fileds employment Land has been marketed extensively but is not attractive.
The Gateway proposals will change demand for emloyment - this should be taken into account.
Emphasis for offices is inTown Centres due to ability to attract staff.
Early deivery of housing sites is a difficulty in the District. the eastern half of Tournament Fields could quickly deliver 196-260 dwellings. It relates well to adjoining uses.
The remaining employment land should not be restricted to B1,B2, B8 and could be used for other employment generating uses.

The productivity of the Coventry and Warwickshire economy has been falling steadily over the past 5 / 6 years due to lack of growing businesses, below average diffusion and take up of innovation across the local economy, lack of higher level skills particularly in the centre and north of the subregion, weak agglomeration effects of the core urban area probably exacerbated by poor north / south transport connectivity and lack of growth of higher value, knowledge intensive industries.
The district has seen growth in higher value knowledge intensive industries over the past 10 years and the LEP supports and encourages further growth in these sectors. The University of Warwick which is part located within Warwick District makes a significant contribution to the subregional economy and the LEP supports continued development of the campus as set out in the Masterplan agreed by the Council.
Supports objective 1 of the plan as set out in paragraph 4.10 and the economy issues in 8.6 are noted and considered consistent with the LEP 5 year plan.
The LEP is pleased that there is a close working relationship with the business community to understand their needs. The LEP is committed to the identification of a site of regional importance for employment to serve the needs of Coventry and Warwickshire and has indicated the Gateway Site as its preferred site. The LEP acknowledges that the plan gives a committment to exploring the case for this site.
Is pleased that the opportunity to attract new investment and jobs is not likely to be restricted by inadequate provision of new employment land to meet the needs of the district. In support of the Councils flexible approach in PO8 wishes to emphasise the importance of providing the right locational requirements for businesses. Suggests a wider definition of economic development should be provided in PO8 to include employment opportunities which fall outside B class uses.

Supports the recognition in bullet point 5 of PO8 that support will be provided for appropriate development in the identified major developed sites in the greenbelt. In order for the emerging plan to be consistent with the NPPF reference to Major Developed Sites should be replaced with reference to Previously Developed Sites. Considers however that a specific policy should be included in the plan to guide the development of Stoneleigh Park as follows:
Development will be permitted at Stoneleigh Park which provides the following uses:

BPC object (supported by almost 100 residents in writing)to the gateway proposal for the following reasons:
- The proposal is contrary to the greenbelt protection policies as set out in the NPPF and will also destroy the village character.
- The environmental effects of the gateway have not been fully considered, including the 24/7 HGV operations.
- The proposal will impact on highways proposals (Tollbar Island).
- The smart card system lacks detail and is potentially unworkable.
- Closing Bubbenhall Road and Rowley Road will destroy the many local rural businesses which thrive in Baginton Parish.
- The provision of a new road west of the runway - could pave the way for future runway expansion.
- There are other preferable large-scale employment sites that have not been fully considered.
- There is 23 hectares of business development land proposed within WDC boundaries separate to that of the Gateway.
- The jobs number is misleading and inaccurate - with 4000 of the jobs north of the A45 (Coventry) and many jobs will not be newly created. The plan should only reference jobs in the WDC area.

Employment need only be provided/attracted to match our population. The previous stage of the consultation gave a clear indication that the majority were preferring to accept lower growth rates of housing, employment and infrastructure. That choice must be selected and a focus on consolidation rather than growth should be the watchword. The Gateway project may still materialise and this will make extra demands as some of the jobs will no doubt be attractive to our residents in addition to bringing in new workers. Provision should be made for housing local to that site and not for such workers to be subsumed into the wider WDC area.

Comments regarding employment issues:
- We need to be flexible to take advantage of new initiatives;
- Lack of demand for some employment sites (Gallaghers) - why plan for more when this is not required;
- Land should be used more efficiently - particularly industrial sites;
- Many people travel significant distances to work;
- Benefits to Warwickshire of The Gateway project are limited;
- Flexibility required in rural areas - maybe home-work units might be a limited solution.

The porposed new areas of employment are not justifed - esepcially in the green belt. There are already many better sites available with better access to established infrastructure. The small number of job being created does not justify green belt take up and there is not gurantee the these employment sites will be "full" (eg Court Street Arches).
If employment land fallsvacant it can lead to year of delapidation. - brand new buildings/sites exacerbate this. So the Council should make best use of what it already as before llocating more employment land.

Supports the reference in PO8 to Stoneleigh Park. However, reference to such sites as "Major Developed Sites" should be removed because NPPF now refers to such sites as "previously developed" sites.
Supports reference in para 8.25 to Stoneleigh Park and the benefits it brings to the local economy.
However, a specific policy on Stoneleigh Park should be included in the Plan. This would define the area, preferably the Local Plan Major Developed Site area, and set out the different uses which would be appropriate on the site. It would reflect new guidance on previously developed sites in the Green Belt in NPPF and the outline planning permission.

Supports the Council's priorities to ensure availability of a wide range of employment land, and the recognition of the importance of working with Coventry and Warwickshire sub-region in respect of the Gateway Scheme at Coventry Airport as a location of importance for employment and
regeneration.
This policy should also include reference to the need to deliver appropriate housing and facilities in this location to compliment this growth to the south of Coventry and support the increase in population locating to the area for the employment opportunities which will be provided.
Additional housing development also provides jobs during construction, contributing to economic growth.
This is another reason for the Council to increase housing delivery in accordance with the ONS Household Projections for the District.

Wishes to object to the non allocation of its land (site adjacent to Campbell House, Stratford Road, Warwick) for commercial development. There are two main concerns relating the the Council's SHLAA report:
Cordon Sanitaire - the odour nuisance with the sewage works has significantly improved over the last few years, with commercial development possibly taking the form of outdoor storage and any ancillary office accommodation could be designed to be an 'air tight' sealed box with non-opening windows and air conditioning. Current commercial uses on site have been there for many years without dispute or conflict with the sewage works.
Flood risk - the site overwhelmingly lies within flood zone 1 - the area of lowest flood risk - whilst the very eastern tip of the site might lie within Flood Zone 3A, this part of the site would be undeveloped.
The site is well screened and low key commercial use of the whole site could allow for a comprehensive high quality development.

Supports the plan to ensure availability of a wide range of employment land, as the recent recession has resulted in many redundancies across the county which impacts on mental health and wellbeing, therefore any opportunity to attract inward investment, particularly "green investment" and employment to the district will be welcomed. Any large developments, such as the Coventry & Warwickshire Gateway site should consider incorporating cycle routes, measured miles and green gym equipment to allow employees to integrate physical activity more into their daily lives.
Aligns with public health indicator 'Improving the wider determinants of health' and NICE guidance 'Four commonly used methods to increase physical activity (PH2), 'prevention of cardiovascular disease (PH25)', 'Physical activity and the environment (PH8)' and 'Mental wellbeing and older people (PH16)'.
