SG24 can not proceed as a strategic growth location in its current format SG24 inclusion as a strategic growth centre can NOT proceed in its current format within the South Warwickshire Local Plan.
We recognise that Hockley Heath has some facilities and can take on a small level of growth, however many of the plans, policies, frameworks have not been reviewed in enough detail or applied correctly.
The unsustainable overdevelopment proposed under SG24 would irreparably damage Hockley Heath’s character, environment, infrastructure, and quality of life. It fails to demonstrate exceptional circumstances for Green Belt release, ignores significant viable alternatives and lacks the essential infrastructure planning required for sustainable development. There are many other issues that arise due to the inappropriate selection of the sites. They represent further significant legal, environmental, sustainability and H&S issues which must be reviewed prior to agreeing the SWLP. SWLP have an obligation to deliver housing and release sites in the most sustainable way, which cannot be achieved via the current SWLP as there are clearly much better performing settlements.

Hockley Heath is a distinctive rural village with a strong community identity. Large scale developments of this nature threaten to erase its unique character, turning it into yet another overdeveloped suburban sprawl.
Healthcare facilities in the area are already stretched beyond capacity. GP surgeries, hospitals, and emergency services are under pressure, with lengthy waiting times and insufficient resources.
The local schools are already oversubscribed, and there are no clear plans for expanding educational facilities to accommodate the influx of families that this development would bring.
The local road network is already at capacity, particularly along the A34, which becomes severely congested during motorway diversions.
Hockley Heath currently suffers from limited public transport links
The destruction of Green Belt land goes against the principles of sustainable development and climate resilience.
Wildlife habitats will be irreparably damaged, leading to a loss of biodiversity.
The removal of natural drainage systems increases the risk of flooding, which already affects parts of Hockley Heath.
There appears to be no firm commitments ensuring that essential infrastructure improvements will be delivered before construction starts. Without a guaranteed plan to enhance transport, healthcare, and education, this development is not viable and will lead to long term negative consequences.
For the above reasons, I strongly urge the rejection of the South Warwickshire Local Plan SG24. The proposal is unsustainable, detrimental to local infrastructure, and will permanently damage the character of Hockley Heath. Development must be approached in a way that prioritises sustainable growth, preserves Green Belt land, and ensures infrastructure is in place before any construction begins.

Loss of Green Belt Land & Environmental Harm
The proposed development encroaches upon protected Green Belt land, which serves as a vital buffer against overexpansion. Destroying these green spaces will lead to loss of wildlife habitats, increased flood risks due to reduced natural drainage, and irreversible damage to the rural landscape.
Insufficient Infrastructure to Support Growth
The existing roads, public transport, and essential services are already under strain, and this plan fails to provide adequate solutions. Increased traffic congestion, particularly on major routes such as the A34, will make commuting and daily travel increasingly difficult. Public transport options remain limited, and no plans have been put forward to improve connectivity. Healthcare facilities, including GP surgeries and hospitals, are already stretched, and additional demand will further compromise service availability. Schools in the area are at full capacity, leaving families uncertain about their children’s education prospects.
Disruption to Local Identity & Community Wellbeing
Hockley Heath has a unique character that will be lost if large scale housing developments proceed unchecked. The village’s rural charm and sense of community will be eroded by an influx of new developments that do not reflect the scale or needs of the local population.
Unfair Distribution of Development Pressure
This proposal disproportionately places the burden of new housing on Hockley Heath while offering little in return..
Better Alternatives Must Be Explored
There are alternative sites available that do not require sacrificing Green Belt land.
Lack of Concrete Commitments for Supporting Infrastructure
No guarantees have been made that necessary infrastructure improvements will be implemented before new housing is built.
For these reasons, I strongly oppose the South Warwickshire Local Plan SG24 and urge the SWLP team to reconsider its approach.

I am writing to formally object to the South Warwickshire Local Plan (SG24), which proposes large scale housing developments on protected Green Belt land. While I realise a need for some new housing that should be in proportion with the demographic area, this proposal is four times larger than the current Hockley Heath. It does not mention proper infrastructure planning, and places unnecessary strain on local resources.
Local schools are already at full capacity, and there are no clear plans for expansion to accommodate the influx of new families.
Increased traffic from this large scale development will lead to even greater delays, higher accident risks, and reduced air quality. The limited scope for road expansion means these issues will only worsen, making travel more difficult for both residents and commuters. Additionally, pedestrian and cyclist safety will be compromised due to heavier traffic flows.
The current public transport system does not have the capacity to support a substantial rise in population.
The local healthcare system is already under immense pressure, with GP surgeries, hospitals, and dental practices struggling to accommodate existing demand.
The destruction of Green Belt land will lead to habitat loss, harming local wildlife and reducing biodiversity.
Flood risks will rise as natural drainage areas are replaced with concrete developments, exacerbating existing issues in Hockley Heath.
Hockley Heath is a rural village with a distinct character that would be severely impacted by such large scale development.
Residents have not been given adequate time or information to assess the full impact of this proposal.
There are non Green Belt sites available that should be considered first before sacrificing protected land.

1. Flood risk
Hockley Heath has a surface water drainage issue. It is well established that the Stratford Road, A3400, running through the village regularly floods during heavy rainfall and would likely flood more often with further development.

2. Inadequate Infrastructure
There will be a need for a substantial infrastructure upgrade to accommodate such additional housing and this must be in place before the houses, not after. For example: sufficient Primary Schools places, GP and health facilities, transport links.
Also consideration will need to be given to adequate gas services, pavement upgrades, and frequent power cuts addressed.

3. Prevention of urban sprawl
All of the land proposed for building is within Green Belt, which should only be built on in exceptional circumstances. Additional development would fundamentally alter the character of Hockley Heath, undermining its distinctiveness and rural identity.

4. Loss of Green Belt
The impact on local wildlife and biodiversity would be significant. As would the effects on current residents, who have chosen to live and thrive in a countryside location, with loss of well-being being an obvious impact.

5. Against Solihull MBC
It has been acknowledged that although developments in Hockley Heath could fall within South Warwickshire, the burden of the new population would fall to Solihull, who have already opposed it and this could lead to disputes between the Councils over funding of services in the future.

6. A3400 traffic
Any developments will significantly increase the volume of traffic using the A3400, which already suffers with congestion and can become gridlocked whenever there are issues on the M40/M42.

7. Aylesbury Court.
Of particular concern is the land adjacent to Aylesbury Court which is currently free from pedestrian activity and therefore attracts regular wildlife habitats for foxes, deer, muntjacs, rabbits and smaller animals. Plus numerous varieties of birds, including owls and buzzards.
Excessive tree and hedgerow removal could affect drainage and soil stability.
A safe site access must be given careful consideration as fast traffic often causes near misses to slower turning traffic accessing Aylesbury Road.

I'm very concerned about the potential impact of the South Warwickshire Local Plan on Hockley Heath. It appears to me that there is the potential for a huge impact on the existing Hockley Heath residents and the local services.
For instance are you planning to build:
* A new primary/senior school?
* A doctors surgery?
* A police station?
* A dentist surgery?
The existing services are already under pressure and I can't see how they could accommodate more residents. Not to mention that most of the existing services are paid for by Solihull Council tax payers.
Further to the concerns around the provision of services is the additional traffic congestion that would be brought should a significant number of new dwelling be built.

This is a large-scale development that will turn a village into a town, totally altering its distinctive rural identity. It is against Solihull MBC's local plan.
The earmarked land is greenbelt. This is an amenity that has been preserved over many years to the benefit of us all. The loss of nature and green spaces to walk will be detrimental to all current residents.
There are already serious surface water drainage/flooding problems on the Stratford Road. Covering the surrounding area with more tarmac can only exacerbate this.
The A3400 already has traffic jams in the mornings and evenings. Increasing the number of homes severalfold will increase the number of cars and the risk of accidents.
Hockley Heath does not even have a bus into Birmingham any longer.
Dorridge surgery is already oversubscribed to the point where it is really stressful and difficult to get an appointment even in an emergency.
The local school is already full and cannot possibly cope with several times more children.
Although this is South Warwickshire's development plan, the above services would have to be expanded at Solihull's expense.

• It would fundamentally alter the character of Hockley Heath, undermining its distinctiveness and rural identity.
• The village does not have the infrastructure in terms of education, health and transport to sustain a development of this size.
• Although the development falls within South Warwickshire, the burden of the new population in terms of schooling, transport, health, refuse collection would fall to Solihull, who have already opposed it. This is clearly unfair and would lead to ongoing disputes between the Councils over funding in the future.

I oppose to this plan as I understand the proposed land is on Green Belt land which should only be built on in exceptional circumstances. The new homes would impact on green space which would harm wildlife and effect the wellbeing of existing residents. We like Hockley Heath for its rural feel!
The village does not have the means to support a development as large as this i.e. education, health and transport. I also understand Solihulll MBC's local plan states that only small scale development is appropriate for Hockley Health.
The Stratford road already floods regularly during heavy rain and will only worsen if there is further development. Also when there are problems on the M40/M42, the A34 gets significantly more busy which will only get worse and increase the risk of accidents if the development goes ahead.
Solihull Council have already opposed the development. Please do not build on the land.

The environmental impact of this development more generally would be irreversible, detrimental to the health of our community, and frankly a travesty.

Moreover, the greenbelt offers numerous benefits to residents, including recreational opportunities, open spaces for relaxation, and a buffer against urban sprawl. The loss of these green spaces would negatively impact the mental and physical well-being of our community, and overall quality of life.

The proposed development also raises concerns about increased traffic congestion, strain on local infrastructure, and potential flooding risks. The infrastructure in our area is already under significant pressure, and additional development would exacerbate these issues without adequate mitigation measures.

I urge you to consider alternative sites for development that do not compromise our greenbelt and to invest in preserving and enhancing our existing green spaces. Hockley Heath is not suitable for large scale development. Simply, not every remaining village in this country needs to, or should be built upon to satisfy targets set by our deluded government.

5. Maintaining a Green Buffer
Keeping a green buffer between Dorridge and Hockley Heath prevents urban sprawl and protects the individual identities of these settlements.

This scale of development threatens to overwhelm our small village, increasing the population from approximately 1,800 to potentially 10,000 people.

One of the most pressing concerns is the environmental impact. The planned construction will result in the destruction of vital green spaces, leading to the loss of trees and hedgerows that support local wildlife. Badgers, bats (which rely on these areas for roosting), deer, hares, insects, and reptiles will all be displaced, with some species potentially facing a severe decline in population. Additionally, the removal of trees will contribute to increased CO2 levels, worsening air quality in an area already at risk of pollution from increased traffic.

The risk of flooding is another critical issue. The A3400 already experiences significant flooding, and replacing permeable fields with concrete and tarmac will only exacerbate the problem. Without proper drainage solutions in place, local homes, roads, and infrastructure will be at heightened risk of water damage and disruption.

Beyond the environmental and flooding risks, the village lacks the necessary infrastructure to support such a drastic population increase. Blythe Valley was developed with no provision for a school, doctors’ surgery, or pharmacy, problems that will only be amplified with further large-scale development. Hockley Heath is a small, close-knit village, and these developments threaten to irreversibly change its character. I urge you to reconsider the scale of these proposals and ensure that any future developments prioritise environmental preservation, flood mitigation, and the protection of local wildlife.

The road already has high traffic, worse at peak times obviously, but especially so if there are problems on the M40 and M42, which is often, and greatly increases not only traffic, but noise, danger and pollution!
Already causing access problems in and out of Webb Grove, it is also dangerous crossing when walking, with added development this will only increase these problems!
Hockley Heath does not have the infrastructure to support this mass development, already the school, health services and transport are overstretched!
Although the plans fall within South Warwickshire, the burden of funding and extra support for all our services will surely fall on Solihull, who have previously opposed it!
Local flooding is common occurrence in and around the village, Stratford Road often flooded during heavy rain!
The land can no longer absorb rainfall if it is built over with impermeable surfaces to the extent planned!
The plans go against Solihull MBC’s local plans, which are that small developments only are appropriate to Hockley Heath.
Greenbelt land that has been earmarked should be protected, for the sake of preserving local biodiversity and natural resources by offering space in the event of flooding.
The development would harm wildlife and impact on biodiversity, and the loss of space would significantly impact on the wellbeing of existing residents, as well as massively changing the character of Hockley Heath, it’s distinctiveness and rural identity!

Furthermore, there has been no comprehensive assessment of alternative locations that may be better suited for development. The SWLP must adopt a more balanced approach that considers the cumulative impact of large-scale development and respects the strategic direction established by neighbouring authorities.

2. Failure to Justify Green Belt Release

SG24 relies entirely on the release of Green Belt land, yet no exceptional circumstances have been demonstrated, as required by the National Planning Policy Framework (NPPF). The assessment of Green Belt harm has been inconsistently applied, and the claim that the canal provides a defensible boundary is fundamentally flawed, as multiple proposed sites extend beyond the canal.

Additionally, the SWLP fails to properly consider alternative development locations, including brownfield and underutilised sites, which could meet housing needs without sacrificing the Green Belt. The lack of a comprehensive review of these alternatives is a serious omission in the plan-making process.

3. Severe Environmental and Biodiversity Impacts

The development of SG24 would have a detrimental effect on local biodiversity and natural habitats. Hockley Heath and its surroundings support a rich ecological network, particularly along the canal corridor, which is a vital green infrastructure asset.

The SWLP does not adequately address its legal obligation under the NPPF to protect and enhance biodiversity. Key failures include:
The destruction of ecologically significant habitats without a credible mitigation strategy.
Reliance on outdated environmental assessments (the 2013 Green Infrastructure Strategy is no longer fit for purpose).
Increased air and noise pollution due to higher traffic volumes, which will degrade local air quality and harm wildlife.

4. Lack of Infrastructure Capacity and Funding

The SWLP does not provide a realistic infrastructure strategy to support the scale of development proposed at SG24. Hockley Heath already faces significant challenges in terms of transport, education, and healthcare provision, which would be exacerbated by this proposal.
Transport: The road network surrounding SG24 is unsuitable for large-scale development. Many roads, particularly to the west, are single-track with no pedestrian infrastructure, and several canal crossings are single-lane bridges. Road widening would require the acquisition of numerous private properties, making it unfeasible.
Education: Hockley Heath has a single, landlocked primary school that is already operating at capacity. The SWLP does not outline how new school places will be provided, nor how catchment areas will be managed.
Healthcare: Local healthcare services, including GP practices and hospitals, are already overstretched. The SWLP does not present a credible plan to ensure that additional healthcare provision is secured in advance of development.

The earmarked land is greenbelt land and should not be built on, greenbelt land was designated such for a reason in he first place, those reasons still stand and it should not be built on

We should be looking a re-developing brownfield sites of which there are many before looking at destroying our countryside

There are flooding issues in all the designated land, and further development would worsen this issue

The road system is simply unable to cope with the increase in traffic, I cannot see any plans to upgrade the roads. There is very little accessible public transport in Hockley heath, driving is really the only way to get around.

Public services such as schools, doctors, refuse collection, transport etc are already over subscribed, and the burden would fall on Solihull, who have already opposed the development, it is very unfair that South Warwickshire council makes this decision and leaves another council to sort out the mess, if it does go ahead any profits must and should go to supporting Hockley heath residents.

Hockley heath is an rural English village, it would forever alter the character of the village destroying yet another part of our English heritage.

This is one of the few places near a city where there is still biodiversity and wildlife, this development would significantly impact wildlife and destroy our already threatened countryside.

The plans have already been rejected by Solihull council so it seems very underhanded for you to continue with this.
The damage to the green belt this will do is unacceptable
Hockley heath cannot handle any increase in traffic, afternoon rush hour already creates dangerous congestion putting residents and drivers at risk never mind spoiling residents lives and undermining village life & village infrastructure cannot support anymore

- Going from 700 homes to 5000 is CRAZY and frankly greed from developers who are only interested in profit. It will completely ruin Hockley Heath. Schools and Doctor Surgeries are already over subscribed and can’t cope! Will the builders build a new school and Doctors Surgery before they can sell one house? Of course not!!
- The A34 is already congested and further traffic will just produce jam after jam bumper to bumper traffic. When the M40/M42 is busy cars already cut through Hockley Heath. Any further traffic will be very dangerous. Will the builders build new roads and take responsibility for the accidents? No of course not!
- The development will harm wildlife and impact biodiversity. The loss of green space will impact significantly on the wellbeing of existing residents
- It will fundamentally change the character of Hockley Heath forever, undermining its distinctiveness and rural identity. It will become just a dangerous concrete jungle!!
- The village has nowhere near the infrastructure in terms of education, health and transport to sustain a development of this size
- Although this development falls within South Warwickshire, the burden of the new population in terms of schooling, transport, health, refuse collection would fall to Solihull, who already opposed it. SG24 Must Be Removed from the SWLP
SG24 is an inappropriate strategic growth allocation that should not proceed. While Hockley Heath can accommodate limited, well-planned growth, the scale and location of SG24 are wholly unsuitable. The proposal:
• Conflicts with the Solihull Local Plan, which has determined that only small-scale development is appropriate.
• Fails to justify Green Belt release, lacking exceptional circumstances and failing to assess alternatives.
• Overburdens infrastructure, with no clear funding strategy for essential improvements.
• Causes unacceptable environmental harm, including biodiversity loss and increased pollution.
• Lacks employment opportunities, exacerbating unsustainable commuting patterns.
Warwick District and Stratford-on-Avon District Councils have a legal and ethical responsibility to ensure development is genuinely sustainable and delivered in the most appropriate locations. SG24 does not meet these criteria and must be removed from the SWLP in favour of better-performing, more suitable sites.
