Crynodeb o'r Gynrychiolaeth:

Previously commented on emerging Local Plan seeking the release of land at Hatton Park for market housing and related uses. In particular have sought the early release of 3 parcels of land (site reference R38, fronting Birmingham Road, Hatton (about 7.5 hectares))

Acknowledge that the settlement of Hatton Park has previously had substantial housing development in the late 1990s / early 2000s and that housing development has
now been established for over 10 years. The settlement is now established and thriving in its present form.

Future extensions of Hatton Park, as envisaged through the RDS will be expected to blend and bond in with the existing development in planning and environmental
terms.

All three proposed parcels of land are sustainable in form and extent given the large settlement of Hatton Park albeit that it has been categorized as a Secondary Service village, [it is] essentially a Category 2 village.

The parcels meet the criteria of suitability, availability and achievability / deliverability and is suitable for release for housing:

* they adjoin an existing category "Category 2"village

* owners are committed to the early release of all three parcels subject to planning permission.

* all are achievable / deliverable, there being no unforeseen environmental or service constraints.

* confirm that all parcels of land can be accessed off the existing road system including off the Birmingham Road for the main parcel of land.

Affordable housing at the right and appropriate level can be provided on these parcels of land.

In terms of Clients main parcel of land, could accommodate additional development for the benefit of the District as a whole [in form of ] a Continuing Care Retirement -Community (CCRC) incorporating a nursing home and specialist new housing to Lifetime Care -Standards in the form of bungalows, semi-bungalows and some apartments. (subject to market conditions at time of allocation for this specialist use)

This is supported by the District's demographics for the Plan period showing an ageing population, in a very substantial increase in the very elderly age -

A small CCRC would support the existing village of Hatton Park, as well as -meeting the ageing population requirements both for this village and the surrounding -area.

In addition it would complement the existing range of housing with -accommodation for the elderly and those in need of care.

The other two smaller parcels of land owned by Clients could be -considered for release without compromise later in the Plan period for a range of market -and Affordable dwellings appropriate at that time.

Crynodeb o'r Gynrychiolaeth:

Objects to proposals to develop housing at Hatton Park on following grounds:
* Not in keeping with the heritage site of Hatton locks and canal. This site is an important tourist and historic site. Housing development adjacent to the canal would be seriously detrimental.
* Ferncumbe School at Hatton is already full and oversubscribed;
* The A4177 is already gridlocked at peak times. There is hard evidence of traffic accidents on the A4177 noted in Hatton Parish Plan.

* Urban sprawl is significant in the proposals, and there is now an even greater need to preserve the existing level of Green Belt land.

Crynodeb o'r Gynrychiolaeth:

A larger housing allocation in this area would offer a larger population and a wider socio-economic mix that would be much better able to support the ongoing commercial operation of a bus service in this location, and one that is less circuitous than the present route, which given existing levels of patronage, requires Local Authority financial support. The current design of internal roads makes the existing development difficult for bus services to penetrate, owing to the detailed design of traffic calming features. Any traffic calming measures must allow low floor bus access.

Crynodeb o'r Gynrychiolaeth:

Supports the categorisation of Hatton Park as a sustainable location for new housing.

One of the largest villages within the District, and therefore is considered of a scale to be able to accommodate limited housing growth on suitable and appropriate sites without having a significant impact on the character or appearance of the settlement. This is in contrast to the nearby village of Hatton Green, which although benefiting from a primary school and church, is of a scale where new housing would have a significant detrimental impact on its character and appearance. Hatton Park is not constrained in this way, but of course benefits from the close proximity to those services within Hatton Green as well as the regular train services serving nearby Warwick Parkway.

It should also be noted that the Hatton Arms is within easy walking distance of the village, and this should be recognised within the Settlement Hierarchy Report (Draft).

Happy to share evidence on the suitability of the land for residential development.

Objects to large scale building of housing on the edge of Hatton Park, the area floods easily. There is no mention of housing for the mature such as bungalows. Infrastructure is already stretched, there are not enough school places or doctors in the area. Need to protect wildlife and ecology in the area.

Crynodeb o'r Gynrychiolaeth:

The proposed development at Hatton Park is approximately 10% of existing development and therefore will need to be carefully managed to ensure the open green space character of the estate is maintained. Should include a range of dwelling sizes (although not bungalows) and be acheived by small additions rather than building on mass. There are no employment opportunities in Hatton Park so new residents will need to commute. There is a poor public transport service and the cycle path is not appropriate for increased volume. Birmingham Road is already busy and no improvements are proposed. The estate only has one shop and lacks local amenities such as a GP surgery, dentist and school this will compound traffic problems. Ferncumbe School is too small and will need enlargement.

Crynodeb o'r Gynrychiolaeth:

Objects to development at Hatton Park. The Birmingham Road is already extremely busy and subject to fatal accidents, the proposed housing would increase traffic considerably increasing emissions and accidents. This is green land which should not be developed. The infrastructure is stretched to the limit already development would increase the strain on schools, doctors surgeries etc. One of the sites is adjacent to Hatton Locks which attracts many visitors, development would affect the visual beauty of the area and heritage dating 200 years. There would also be an affect on flora and fauna including endangered species. The adjacent canal would b a danger to children living in the new houses.

Crynodeb o'r Gynrychiolaeth:

The A4177 Birmingham Road is already very busy with a lot of accidents occurring. To add more housing at Hatton Park does not make sense and would bring traffic to a standstill. The impact on the small community at Hatton Terrace would be huge. To propose new dwellings in the proximity of the exisiting shell petrol station would be a recipe for danger / traffic accidents.Development near to the Hatton Flight(Locks) would damage the openess of the countryside and impact on visitor numbers. The Greenbelt and the wildlife diversity along the canal corridor should be defended.
On several occassions development has been rejected at this location due to concerns related to traffic / safety. The local school does not have capacity for further childrens places.

Crynodeb o'r Gynrychiolaeth:

The Birmingham Road (A4177) is already busy and dangerous, the whole road is an accident black spot, with some particularly dangerous bends.Thre are insufficient recreational facilities in the locality and no facilities for children which would potentially bring them into conflict with the busy road. A substantial increase in traffic would affect the safety of existing residents. There are instances of localised flooding that would be made worse. The Green belt should be defended as well as the prevailing wildlife / quality of the area. The tourist attraction of Hatton Lockscould be compromised / spoilt. Ther are not enough local srvices , schools , doctors etc to support this proposal.

Re: Field adjacent to A4144 (with access to be gained off Ebrington Drive)

The field is prone to flooding in wet weather (balanacing pond).

Another 90-100 houses on this field would cause further traffic issues in rush hous on road to Warwick as this is already heavily congested every morning.

More traffic on and off the estate causing congestion.

Infrastructure not in place for more residents - not enough schools inlo local area to accommodate the new residents.

No local amenities - shop too small - no GP surgery.

If M40 is closed the traffic is horendous - another development would cause gridlock.

On a positive note the estate may benefit with a smaller development a the top of the estate for more elderly residents.

The local infrastructure could not cope with further development in this locality. Thre are exisitng problems with the volumes of traffic and heavy lorries in particular. The children's play area would be made unsafe by additional traffic. There is currently only one small shop and the schools and Doctors surgeries are full to capacity already. Further development should not take place at Hatton Park.

Concern at housing at Hatton Park:
Inadequate infrastructure - doctors and dentists miles away. No places at Ferncumbe school.
Increased traffic danger on already congested roads and turn to Parkway rail station.
Greenfield site and green belt land off Barcheston Drive, which is currently used for leisure pursuits. Would have to be exceptional circumstances.
Access difficult and inclines dangerous in bad weather.
Hierarchy incorrect and Hatton should be small/feeder village.
Hatton Park doesn't need more houses, it needs facilities.
If devt takes place, only site offering least harm is R117.
Recognise need for housing when evidence based on not GreenBelt

Crynodeb o'r Gynrychiolaeth:

Objects to development of 70 to 90 homes to the rear of Combroke Grove, Hatton Park. There is not the infrastructure to support a further increase in residents and traffic in the area. The volume of traffic on the Birmingham Road is already an issue particularly in the morning due to parents dropping off children. If development goes ahead houses on this road will lose their views of open countryside. It would also result in a loss of wildlife / bird habitat, currently a range of birds nest in the hedgerows and fields. Noise and dust from the construction of these homes would also be an issue.

Object to the development of sites in Budbroke / Hatton Park including Oaklands Farm, and sites R125. R75 on map dated 17-5-13. These sites are in the green belt. they are accessed off a very busy section of the Birmingham Road and would be a traffic safety hazard. Development here would also affect the historic and open setting of the town when approached along the A4177. This would result in irreversabkle harm to the landscape. There may also be health issues with housing located so close to a petrol filling station. Some of these sites form part of a green corridor and back on the canal and thereby provide a highly valued recreational area.

Also object to site 115 on map date 17-5-13.This is a large site, close to a narrow strech ofthe A4177 which already suffers from congestion. It is an open, rural area forming part of a green corroidor. Development here would harm the landscape. Surface water drainage on Brimingham Road has previously been an issue and could be a significant hazrd whilst building works are taking place.

Supports the development of 70 to 90 houses at Hatton but considers that development should not just be directed to Hatton Park but also include sites at Hatton Green to meet this requirement. The 1.05ha site at Hatton Green is located between two existing properties in the heart of the village. Access could be taken off the green and development integrated without visual impact.
The larger 8ha site off Hockley Lane has good access to the Birmingham Road, facilities and bus stop. 90 dwellings could easily be located on the site.

-Hatton Park should be classified as a small/feeder village and the scoring for the settlement should be reviewed - some local rsident believe the scoring for the village is exaggerated.
-change of character of the district, the countryside and quality of life
-impact on infrastructure (hospital, schools)
-loss of green belt and separation between settlements
-the community is still settling following significant development in recent years
-specific sites around the parish have been reviewed and none are supported
-Whilst limited infill is accepted, the green belt should be preserved in accordance with the NPPF. Exceptional circumstances have not bee justified.

Recognise that the Local Plan is required to contribute to the national housing shortfall and recognises that the Parish cannot stand still. Assuming Hatton Park meets the criteria for a secondary service village, then 70-90 houses over a 15 year period does not seem unreasonable.
