I wish only to comment on the proposals for Leek Wootton parish, also on behalf of my parents who I live with. We do not agree with any use of green belt in this parish; this is land that should stay free of development to safeguard the character of the village, protect nature, and prevent increased congestion. In particular we object to development on the field by Black Spinney and The Warwickshire since these HELAA sites are next to public footpaths used by villagers for recreation. The development of the Police Headquarters will sufficiently increase the size of the village.

All sites except 62 are outside the BUAB none of the sites have good transport links. Infrastructure must be addressed before any development.
507 - Land at Tilemans Lane (Score 26.6)
The dry end should be employment land and the wet end should be playing fields. The far side should be natural green space and the Darlingscote Road needs improvement and a speed limit.
148 - Land at Fell Mill Farm (Score 43.65)
Flood Zones 2 and 3 and surface water flooding problems. Unsuitable roads and bridges. Drainage into the river creates downstream flooding. Landscape sensitivity. Baseline Habitat. Agricultural land. Although listed as within 800m / 1,5km of schools Roads are unsuitable for children walking to school. No pavements! Busy roads!
303 - Land to East of Springhill (Score 27.1)
Speed of traffic entering the town from the north along Stratford Road must be reduced to make the junction of Springhill and Stratford Road safe for children crossing. Might possibly be accepted as a reserve site for later in the period 2040 to 2050 providing infrastructure has been addressed, specifically drains, sewers, education, health and transport.
747 - Land at Leasow Farm (Score 42.3)
Flood Zones 2 and 3 and surface water flooding problems. Drainage into the river creates downstream flooding. Unsuitable roads and bridges. Landscape sensitivity. Baseline Habitat. Agricultural land. Although listed as within 800m / 1,5km of schools Roads are unsuitable for children walking to school. No pavements! Busy roads!
552 - Highways sub depot (Score 37.3)
This site is needed as it is as employment land. Essential town services are run from this site. The re-cycling facility is essential to the town and surrounding area. Its removal would increase car travel and be contrary to sustainability and environmental policies.
62 – Land North of Angela’s Meadow (Score 37.65)
This site is unsuitable due to surface water flooding considerations. The area would be more suited to being playing fields under the management of the next-door Sports and Social Club. This would create a sorely needed facility for the Town
173 – Land off Shoulderway Lane (Score 43.4)
331 – Land West of Furze Hill Road (Score 39.4)
433 – Land off Hanson Avenue (Score 33.2)
393 – Land South of Webb Road (Score 38.6)
860 – Land South of Oldbutt Road (Score 31.8)
All of these should be considered as protected under Policy Direction 45. The slopes of Hanson Hill make an important contribution to the character of Shipston on Stour and as such should be considered an area of restraint. The existing development up the Campden Road has already caused harm to the open nature of these identified areas. This could be balanced by improving the character and visual amenity of these sites as areas of public access, nature conservation and food production exactly as laid out in the policy. This was put forward as content for the original Neighbourhood Plan but was unfortunately rejected. It should certainly be included in the next update to provide a country park/rain garden with surface water runoff collection and enabling walking for leisure and recreation while providing continued agricultural and horticultural use with public education.

689 – Land off Darlingscote Road (Score 34)
All the ‘Higher Land’ Sites to the West of the town contribute to the Surface Water runoff issues that are continuing to plague the existing sites on Campden Road. This was most obvious in the flooding incidents at Clifford Place requiring considerable drainage work by Taylor Wimpey to alleviate the problem. The downhill flows from these sites continue to cause both on site erosion and flooding problems as well as contributing to sewage eruptions and fluvial flooding in the lower parts of the town.
The combined effect of Policy Directions 45, 46, 47 and 48 should rule out the ‘Higher Land’ development sites to the West of the Town and the Riverside sites to the East.

The site at Camperdown farm, Cherington, directly borders the AONB. The site, even theoretically, containing over 800dwellings shows a worrying lack of common sense. Cherington has c.214 residents, with no infrastructure in the village to support ANY news home let alone 814. There are no schools, shops, public transport in Cherington. The road through Cherington is a single lane meaning 800+extra cars daily going through a single lane in a village in an AONB. I understand Camperdown farm is owned by WarwickshireCouncil and is easier to force through planning but this site misses the fundamental goals of the local plan.

The current HELAA only assesses on the basis of Green Belt designations and does not therefore fully reflect the potential availability of land for housing.

1. Adjacent to narrow road.
2. Few trains at station and lack of parking.
3.Green Belt land adjacent to a Conversation Area, and rich in wildlife.
4. Local experience in Lapworth is that flooding due to surface water and poor road drainage is worse than that indicated by the various flood risk maps.
5. in his consideration of the Warwick District Local Plan in 2017 the Inspector said: "The adverse impacts of development on these sites would outweigh the benefits and exceptional circumstances for further alterations to the Green Belt do not exist."

An analysis of the HELAA B results is embedded in the attached document. It indicates the unacceptability of the Call for Sites areas both across the river in adjacent Parishes to Shipston on Stour and some within the Town itself. However, it does indicate that, with required improvement in infrastructure delivered before further development an addition of 667 dwellings (HELLA B figure) may be feasible in the SWLP period. No attempt has been made to include any windfall figures. Dunsmore & Feldon (area 96) has not been included in B.5.4.1 (Appendix B)

I object to site X1. 6,000 new properties will effectively be the end of Barford as a "village". As a once rural community it will be dwarfed by this new development in a beautiful rural setting. We need villages to thrive. It simply cannot cope with traffic now let alone this volume of properties in Hareway Lane. Our village will be joined up with Leamington and Warwick and be an extended corridor from the M40. Village life here is worse in 10 years because the dynamics have changed since the additional 200 houses let alone 6,000 just 1 mile away

I believe that the transport options seem progressive, but they are way over-optimistic. They would be insufficient to prevent a huge impact on traffic through Clifford Chambers, into and through Stratford. Congestion will grow to impact the quality of life in these areas even more seriously, including delays, unpredictability, noise and pollution, contravening the CC Neighbourhood Plan. Cycling for example is a great solution for fine sunny days, that I love, but will be rejected on dark, cold and/or wet days in favour of cars. The Greenway would risk changing from a leisure facility into a trunk road for cyclists.

SG21, ALC A, ALC B are all areas in areas that are regularly flooded or waterlogged. SG21 will be isolated by the bypass. There is inadequate infrastructure in Alcester already to carry increased numbers of cars, poor bus routes, and no train station. Schools at primary and secondary level are full and there is no college facilities, doctors and dentists have no capacity and the distance to these from the proposed sites make increased car use inevitable. The impact on the character of the town and the areas around it will change the environment beyond recognition.

There is insufficient capacity at the local GP to accommodate more people.
Houses developed on this site would be subject to large amounts of noise from the A46 and all traffic out of this area would have to come through the bottleneck of the railway bridge by Parkway station

Site No. 173 Land off Shoulderway Lane.
This lane is the only accessible safe outlet for townspeople to walk & appreciate nature. It is a haven for dog walkers & families with young children.
It also offers a peaceful environment for those visiting the cemetery & for the many allotment holders. It would be disastrous to the community to take away this unique environment of peace.

• We consider inclusion of this site in the SWLP wholly inappropriate due to the potential direct impact of development and the impact on setting. We consider this site should be removed from the SWLP.

Site 446 - Land off Leamington Road. This land has been the subject of a Land Drainage Tribunal involving a resident, the Diocesan Board (landowner) and PC. Flooding issues persist at Green End and must be investigated thoroughly. Houses built here would have huge detrimental visual effect on the Green End playing field and the LILAC field - a place of tranquillity, nature, wildlife and biodiversity. Vehicular access is not straightforward. No access to the A423 and access via Green End, a cul de sac, is not viable. Consult WCC Flood team and Highways for more information.

Previous planning applications close by were refused on those grounds alone.

Would encroach onto the countryside and increase housing dramatically to the north, spreading the footprint of the parish. Vehicular access would be directly onto an A road close to a bend. Analysis identifies Baginton as a dispersed settlement that has limited access to facilities and services. Recently started and granted permissions already significantly increase existing housing numbers beyond those in local and neighbourhood adopted plans. Substantial infrastructure improvements are essential before further sites are considered (REFID 131,194,127,94). Along with green belt & flooding restrictions the positions and number of proposed sites around Baginton cause great difficulty in providing adequate facilities.
