Crynodeb o'r Gynrychiolaeth:

1. South Warwickshire’s housing need can be met without building on green belt land.
2. SG06 is not a ‘sustainable location’.
3. The Green Belt around North Leamington continues to fulfil the stated purposes of Green Belt land.
4. The Green Belt Review informing the Plan is flawed.
5. The farmland is high quality agricultural land and makes an important contribution to sustainability and security of food supply.
6. The same proposals were rejected by the Planning Inspector in 2017.
7. SG06 contributes to the SWLP principles ‘healthy, safe and inclusive’ and ‘biodiverse and environmentally resilient’.

The inclusion of this site is wrong due to the ability to meet demand without including Green Belt land. Further it is detrimental to enjoying the countryside and a wide range of wildlife.

Crynodeb o'r Gynrychiolaeth:

Protect the Green Belt North of Leamington Spa

South Warwickshire can meet its housing targets without sacrificing Green Belt land, as the Local Plan’s Sustainability Appraisal confirms 54,500 homes can be built outside it—far exceeding the 30,000 required.

Green Belt prevents sprawl, protects biodiversity, preserves farmland, and promotes urban regeneration. SG06 is unsustainable, lacking public transport links and increasing car dependency. Developing it contradicts national sustainability policies and will worsen congestion, infrastructure strain, and environmental degradation.

We urge officials to prioritize brownfield sites and preserve the Green Belt for future generations—a vital asset for our community, environment, and economy.

Crynodeb o'r Gynrychiolaeth:

SGO6 is highly biodiverse, supporting wide range of flora and fauna
SGO6 has large concentration of footpaths providing recreational opportunities to thousands of people - as dog walkers and runners with local running club we see this first hand
There are already sites within previous local plan that would accommodate the increased housing requirement of the new targets
Leamington is a thriving small town with its own character and much appeal in being surrounded (notwithstanding the destruction from HS2) by productive farmland and countryside - losing the green belt to the north will be the gateway to becoming Greater Coventry

Crynodeb o'r Gynrychiolaeth:

My objection is to request that greenbelt land is not developed. In our vicinity, we're aware of a few empty "brownfield" sites that should be developed in preference to this.
We personally witness the natural ecosystem which would be destroyed if development occurred here; deer, badgers, foxes including some birds on the RSPB "red list" including regular sightings of skylarks and a range of birds of prey.
Practically, we're aware at how oversubscribed Telford school is, which would be so challenging. It is around 45-60 minutes walk to the station, and without good bus connections, this is not particularly sustainable.

SG06 contributes to two of the five ‘overarching principles’ of the Local Plant - it provides both ‘healthy, safe and inclusive’ area for the community of South Warwickshire and beyond , whilst also offering a ‘biodiverse and environmentally resilient’ haven with its hedgerows, field margins and meadows providing an abundance of habitats for wildlife.

The Old Milverton & Blackdown Joint Parish Council makes solid arguments on behalf of all stakeholders (including residents, farmers, employers, leisure users, wildlife) as to why SG06's 360 acres of greenbelt should not be included the local plan.
Housing needs can be met without building on greenbelt
SG06 is not a sustainable location
SG06 contributes to 'healthy, safe inclusive' & 'Biodiverse environmentally resilient' SWLP principles
SSG06 continues to fulfil greenbelt stated purposes
The Greenbelt review was flawed
High quality farmland is at risk for food security & sustainability
The Planning Inspector rejected the same proposals in 2017

Crynodeb o'r Gynrychiolaeth:

I see no plans to develop additional primary or secondary schools for this area. If this development goes ahead it will completely overwhelm the capacity of the North Leamington Secondary School as well as that of Telford and Milverton Schools.
With no new schools planned, the area cannot support this many new houses and the new population that would bring.
Development in SG06 would strip existing local residents of their access to these schools.
Without the additional infrastructure required for people to live in the area, this development is completely unsuitable for the area.

This area SG06 has v few/no local services such as GP surgery, supermarkets and is already located in a very busy road network. Adding yet more housing especially with no infrastructure will cause added congestion for zero gains to the local community. Strongly against this proposal and other areas such as south of the town centre should be considered

Crynodeb o'r Gynrychiolaeth:

This area is often used for the local residents as well as people from further afield, to walk and enjoy the countryside - particularly the village of Old Milverton and the walks to the river, the mill and the Abbey as well as the walk to Milverton itself.
This area is also home to many birds and other species, many of these are in danger of extinction, such as Skylarks, Bats, Newts, many dragonflies, foxes, birds of prey, badgers, hedgehogs etc. The proximity to the water and that it is fairly undisturbed.makes it particularly valuable for these animals.

Crynodeb o'r Gynrychiolaeth:

This site provides exercise and open views for health/recreation. These qualities are not valued enough by planners. Development here should be designed to preserve these features for existing and new residents. Edge of town development is the worst for generating car trips. Proximity to bus stops is of no value unless the bus service is improved - and that would require town wide constraints on car use. Cycle access beyond the development would be required, which patchwork developments like this never deliver. This location is not capable of delivering the policy objectives regarding pollution and congestion from generated traffic.

Crynodeb o'r Gynrychiolaeth:

I am strongly against the use of green belt land for further development in SG06.
The green belt is a precious resource that must be preserved at all costs - development has already taken place on south Kenilworth-so very little remains of the green belt between Kenilworth&Coventry.
This resource is widely used for walking and contains a wide variety of plant & animal wildlife.
The proposed location does not accord with the spatial growth strategy-its far from railway stations in Leamington&Kenilworth - and would result in many more car journeys to the retail resources and employment areas to the south.

Crynodeb o'r Gynrychiolaeth:

Green belt legally should not be built upon if capacity can be met elsewhere.
SG06 is not sustainable from an environmental transport perspective, the minimum time to get to Leamington train station is a 34min walk from the closest point.
The road infrastructure to reach the grocery & retail areas and M40 are through already heavily congested and grid locked
roads of Leamington and Warwick.
An extremely rare heavily utilised green space footpath frequented by dog walkers, families, walkers, runners etc will be lost. Remaining pressured green space footpaths will become even more pressured.
Loss of wildlife habitat.

Crynodeb o'r Gynrychiolaeth:

I have lived in Leamington since 1972 and served as a police officer until 1997. I've witnessed significant changes in traffic conditions and a decline in town centre shopping, particularly with the rise of the Shires. Accessing the main shopping area has become difficult due to inadequate parking and crossings. Since 1972, I believe Leamington has contributed excessively to housing development. I think there should be greater focus on improving traffic flow and revitalising the town centre to attract businesses back, as I am concerned about the quality of life for current and future residents.

Crynodeb o'r Gynrychiolaeth:

I have lived in North Leamington for over 50 years and believe the development plan should exclude Green Belt Land for several reasons. The existing strategic plan can accommodate enough homes without encroaching on this land. Building on Green Belt is unlawful if other capacity exists. Emissions targets cannot be met and net increases will occur. Local transport infrastructure is inadequate, exacerbating traffic congestion. Development would harm local wildlife habitats and the footpath network, which is vital for community leisure and mental health. Finally, previous reports advocating for Green Belt conservation are being disregarded without justification.

South Warwickshire's housing need can be met without building on green belt land. The farmland is high quality agricultural land and makes an important contribution to sustainability and security of food supply. The same proposals were rejected by the Planning Inspector in 2017. SG06 contributes to the SWLP principles 'healthy, safe and inclusive' and 'biodiverse and environmentally resilient. SG06 is not a 'sustainable location' and would promote car use. It’s vital to preserve this effective Green Belt land. Allowing development on SG06 would undermine important principles that the Local Plan is elsewhere seeking to follow.

Crynodeb o'r Gynrychiolaeth:

The Local Plan prioritises sustainability, aiming for "20-minute neighborhoods" with essential services within a 10-minute walk. SG06, however, is not sustainable, as it is 30–60 minutes on foot from Leamington station and up to 2.7 miles from the nearest transport hub. The reliance on cars, highlighted by proximity to M40/A46, would worsen traffic. Additionally, the town’s historic layout prevents new cross-town routes, making northward housing expansion impractical since jobs and retail are mainly in the south. Building in SG06 would encourage car dependency rather than reduce it.

Crynodeb o'r Gynrychiolaeth:

Proposals to build here have previously been rejected. The area's housing needs can be met without building on greenbelt land. SG06 is not a sustainable location and would promote car use to amenities on the south of town stressing the road network. This area fulfils the purposes of greenbelt land and the greenbelt review which informed the plan is flawed and further analysis of the contribution of SG06 is required. This is agricultural land and makes an important contribution to sustainability and food security. Development here would undermine the "healthy, safe and inclusive" and "biodiverse and environmentally resilient" principles.

Crynodeb o'r Gynrychiolaeth:

I do not agree that houses should be built on this area of green belt land. The area is rich in wildlife - birds of prey, birds, deer, rabbits, foxes and badgers and hedgerows. The area is an important place for children to exercise - walking, running and playing in green fields which are not available widely anymore. The local school - North Leamington is already oversubscribed so wouldn’t be able to accommodate any more pupils.
