The proposals will create significant traffic issues on the already busy Fosse Way and A425. Additionally, the steep escarpment and fragmented land ownership raise concerns about deliverability. Infrastructure needs for schools, shops, and healthcare are not adequately addressed.

I am not sure how this fits with the proposed solar farm which will already detract from the landscape. The busy roads surrounding F1 pose significant accident risks. Infrastructure for housing developments often lags, creating pressure on existing services. I urge that F1 be removed from consideration to prevent future traffic and pollution issues.

I have lived in Ufton for over 20 years. I am concerned about the proposed F1 housing development for the following reasons:-

1. The area’s roads are already severely impacted by HS2 development which will continue for a number of years. The site would require considerable road works to enable access onto the Fosse/A425 - which are already exceptionally busy roads. An additional 6000 households (12000 cars) is not sustainable.
2. The proposed land is in multiple ownership which makes deliverability questionable.
3. Part of the potential site is already set aside for solar/renewable. Conversion to housing would lose this benefit as well as further farming land.
4. Limited options for public transport in the area.

If this site is selected we would suggest that as a minimum requirement necessary amenities such as schools, local shops and medical facilities are build contemporaneously with the housing development and not afterwards.

I strongly oppose the development of the F1 area. The Fosse Way and Southam to Leamington Road is already extremely busy, and wouldn’t cope with new houses being built. A solar field is being built in some of this area already. This part of the country side would be being totally destroyed with all this development. HS2 has already caused us so much disruption and spoilt the nature around us. Roads are constantly being shut and rerouted because of this. We have had more of our fare share. We have a nature reserve in Ufton that will be affected by all the pollution. It is good farming ground so shouldn’t we be using it to grow British food on!

Inadequate transport network:
House owners on this site would have to be predominantly car dependent, this would result in thousands more vehicles on the surrounding roads, which are already overloaded
There would be increased traffic on the roads towards the M40 junction which is already very busy and dangerous with potential for an increase in accidents on this stretch of the motorway
The roads around the site (A425 and Fosse Way) are already extremely busy and new junctions on them undesirable
There are no local train stations and the proposition of new railway stations between Banbury and Leamington Spa are unlikely and not viable, economic, practical, or realistic despite the Leamington/Banbury line being adjacent to the proposed site
Public transport i.e., bus services are also currently limited
Our transport infrastructure in this area is already at full capacity
Impact on environment:
The proposed site is on a flood plain, the fields in the area frequently flood in the winter months
Extra development would overload the sewage network, and our drains are currently not fit for purpose now

Increased pressure on public services:
The local hospitals are already unable to meet demand with A&E waiting times increasing and beds in short supply
Our local GP surgeries are also at full capacity with appointments difficult to book in reasonable timescales
Although it is intended that the proposed settlement will have a school provision (primary and secondary), it will take time for these to be built

Other factors for consideration:
Planning permission has already been granted for a solar farm on part of the land, and this will seriously restrict access to this proposed housing site
Landownership is fragmented and none has shown interest in the possible development
In my opinion, the above points are reasonable reasons why this is not a good location for a proposed new settlement, and I am unable to think of any factors that make it a good potential site

I believe that the land to the west of Ufton – F1, should not be taken forward in the ongoing work to identify the final 3 sites for new settlements

The roads leading through and into Ladbroke are narrow and large vehicles need to slow completely to get past a car.There are few pavements except in the centre of the village which put pedestrians and horse riders at risk from traffic .

There is a strong History of flooding around and in the Village itself.Personally we have lost our home on 2 occasions but also the fields around retain water in their clay soils which spills out making the road impassible at times

There are no facilities in the Village itself.Residents need to travel for Shops,Doctors ,Chemists etc.

The Village of Ladbroke and surrounding area is in a Frost Hollow
The temperature can be at least a degree lower here than in the surrounding areas
Snow and Frost are slow to melt leaving the roads treacherous at times.

There are several species of Owls living amongst us ,often heard at night particularly around Ladbroke Hall.
In Conclusion Ladbroke has retained its attractive Village appearance and reputation despite being so close to the town of Southam.It does not seem appropriate to challenge its status and to make it be absorbed into a lager Conurbation.

Ufton Parish Council has consulted widely with Parishioners both informally and through a well attended drop in session held in the Village Hall on the South Warwickshire Local Plan (SWLP). The aspect of concern to the community is the Potential Site for a New Settlement F1 – Land to the West of Ufton. The overwhelming view is that this is a totally unsuitable site for the following reasons.
1. In 2023 Stratford District Council gave planning permission for a large Solar Farm which will occupy a significant part of the potential new development site. Going ahead with the Settlement avoiding the Solar Farm would lead to a significant reduction of the Settlement’s size, but also would severely restrict access to the Settlement as the Solar Farm will extend some way down the Fosse Way and also up the A425 towards Ufton.
2. The land included in F1 includes the escarpment up to the village of Ufton. The Fosse Way in the valley is at an altitude of about 220ft and Ufton is at about 400ft. Much of this height gain is on a steep escarpment running across the proposed site on which building would not be possible..
3. The only access to the site would be from either the Fosse Way or the A425. These are both busy and dangerous roads. The Fosse way has seen a significant increase in traffic in recent years, as has the A425, which also is made up of a series of bends restricting visibility. Neither is suitable as an access route to a large new development.
4. The ownership of the land is fragmented and we understand that none of the landowners has expressed interest in providing land to the development. In fact a major landowner has approached the Parish Council to indicate his objection to the scheme on land his family has farmed for many generations and whose family intend to continue the tradition. The SWLP Team have identified that the fragmented ownership of this land puts into question the deliverability of a Settlement on this site.
5. Transport links to the site are not good. There are currently limited bus services and a significant increase would be difficult to achieve given that the only access roads are the Fosse Way and A425 as described above. The SWLP Team have indicated that proximity to a rail connection is an important consideration. Although this site is bounded by the Banbury/Leamington line there is no realistic prospect of a new station this close to Leamington.
6. It is intended that the New Settlements will each have both Primary and Secondary School provision. However it will take time for new schools to be built and in the meantime new pupils will be accommodated by the existing local schools. Given that the local primary schools are already at capacity with little possibility of expansion this would be a major issue. The local secondary school, Southam College has been recently extended, but we understand that the admittance of significant numbers of new pupils could not be achieved without a significant (short term) restructuring of catchment areas. Provision of the required number of temporary school places will be difficult/impossible to provide.
7. A requirement of the New Settlements is that they will enable the creation of new employment in the immediate area. Given the location and accessibility of this site it is very difficult to see how this could be achieved.
These are all good reasons why this is not a good location for a proposed new settlement. We can’t think of any factors that make it a good potential site.
We believe that Site F1 – Land to the West of Ufton should not be taken forward in the work to identify the final 3 Sites for New Settlements.

The transport and education provision assessments of large-scale development of isolated rural communities, clearly show that these options are not economically or socially viable.
Overall numbers would suggest the need for 1 new secondary school for 6,000 new dwellings and 2 new secondary schools for 10,000 new homes.
At primary we would suggest the need for 3 or 4 new primary schools for 6,000 new dwellings and between 5 and 7 new primary schools for 10,000 new dwellings.
There are no existing schools, primary or Secondary within safe walking distances and so home to school transport would need to be provided for all children until new provision built.
In contradiction to the above education assessment requiring a minimum of 1 new secondary and 3 primary schools. In the intervening 3 months between this report in October 2024 and a subsequent Infrastructure Plan published January 2025 being published, the delivery of new schools has been completely eroded, instead relying on a vague plan to changing admissions arrangements and force some current capacity back into Oxfordshire:
The lack of detailed plans for inevitable capacity issues in Education and Healthcare, when compared with the evaluation of transport or environmental considerations are severely concerning. The existing development of Lighthorne Heath has continued without consideration
for Education or Healthcare capacity to increase, it appears that the County Council are currently unable to plan these provisions effectively, and are unable to enforce conditions upon developers to meet these needs within their proposals.

The steepness of the area would not make it ideal for building and I understand there is not much interest from the multiple landowners involved.
The Fosse Way is one of the most used cross country routes and is also going to be a big problem due to the proposed solar farm. Bus services are limited and there is no possibility for rail access. I find the suggestion incredible in view of the disruption caused already by HS2 works. All local roads are in a dire state for lack of repair which will not be improved by more and more cars.
Local schools and surgeries will not cope with such an inevitable influx of residents while new facilities are being constructed.

Without appropriate acknowledgement of the National Gas Transmission assets present within the site, these policies should not be considered effective as they cannot be delivered as proposed; unencumbered by the constraints posed by the presence of National Gas Transmission infrastructure.

We propose that future Local Plan policies in respect of the affected proposed allocations and new settlements include a policy strand that incorporates wording to
the following effect:

“The development will demonstrate a clear strategy for responding to the National Gas Transmission high-pressure gas pipelines present within the site which provides evidence on how the National Gas Transmission Design Guide and Principles have been applied at
the masterplanning stage and how the impact of the assets has been reduced through good design.”

It is requested that this wording is either incorporated into site specific policies for the ten affected sites, or included within the general policy text if site-specific policies are not
incorporated in later versions of the emerging South Warwickshire Local Plan.
