Inclusion of Green Belt areas such as SG06 results from a flawed selection process. The presented options are led by developer and landowner submissions. They are neither the best options for the area nor what the public would choose. There will be error margins of at least 10% to 25% in the assessments of carbon impacts over 20 to 30 years so it makes no sense to rank SGLs on the basis of trivial differences of 1% or less. Even the largest variance (7.5%) will be significantly less than the margin of error. The five purposes of Green Belt apply to the Green Belt areas selected as SGLs, and particularly SG06. There are no exceptional circumstances put forward to justify release. There is enough capacity in non-Green Belt sites to meet housing requirements.
North of Leamington, and particularly SG06, has no local facilities and could not meet the 20-minute neighbourhood objective. Sustainable transport links and areas of employment are on the opposite side of Leamington over the river. The proposal would therefore create traffic and congestion through Leamington. Thousands of houses would have a detrimental effect on the Northumberland Road conservation area through traffic, congestion and pollution.

SG06 is much of the parish of Old Milverton & Blackdown. It is in the Green Belt and forms an essential part of Leamington's setting. It meets the purposes of Green Belt fully and its loss to housing would be damaging to the character of the town. Old MIlverton is a small village that has retained very rural character despite closeness to Leamington and Warwick; this would be lost with housing close to it in site SG06. It is used for arable farming which can be continued next to the town. Public access is provided by footpaths.

Building should only be granted brown field sites first. It is counter to a key objectives of the new government to retain food security and be at the whim of imports. Building on good fertile farmland further reducing your food security. Infrastructure in the area certainly would need a huge amount of work. standing on Leicester lane pretty much any time of the day you see a huge volume of traffic, especially mornings and evenings where it’s frequently stationary at both ends. Building several hundred more new homes would mean mayhem.

This is Greenbelt land farmed productively So should not be used ahead of Brown field land. It provides important natural habitat For wildlife. There’s Also a public footpath used by many. There is already increasing traffic in the area and insufficient infrastructure to support new housing development in this area .

Key arguments against developing SG06 include the assertion that South Warwickshire's housing needs can be met without encroaching on green belt land, as there are sufficient capacities in strategic growth locations outside the green belt. SG06 is deemed unsustainable due to its distance from local services and reliance on cars, which would increase traffic. The green belt around North Leamington serves essential purposes, including preventing urban sprawl and safeguarding the countryside. Additionally, SG06 comprises high-quality agricultural land crucial for food security. Previous rejections by the Planning Inspector highlight ongoing concerns about the area's openness and character.

I strongly oppose the building of new houses on this greenbelt land. I grew up in nearby Old Milverton where my mother still lives.
1) The area is greenbelt and therefore protected. There are other more suitable sites that would not damage this land
2) Local infrastructure will not cope with this many houses. The nearest station is a minimum 30 minute walk. Local schools, roads, supermarkets and the town centre will be over whelmed
3) Ruining over the historic village of Old Milverton with over crowding
4) Significant noise pollution
5) Devaluation of existing property in the nearby area

AC Lloyd fully supports Strategic Growth Location SG06 (North of Leamington). This location includes A C Lloyds site at land at Blackdown, north of Leamington Spa (reference no. 174) submitted through the call for sites. The site is immediately available and in single ownership.
This Growth Option is consistent with the identification of Leamington as an Urban Area suitable for new housing in the Warwick District Local Plan (2017) and the AC Lloyd site provides a logical sustainable expansion to the north of Leamington.

The development of SG06 is unnecessary as South Warwickshire's housing needs can be met without encroaching on green belt land, which has the capacity for 54,500 dwellings. SG06 is not a sustainable location, promoting car dependency and exacerbating traffic issues. The green belt serves vital purposes, including preventing urban sprawl and preserving the countryside. Additionally, the land is high-quality agricultural land essential for food security. Previous planning decisions have rejected similar proposals, highlighting the importance of maintaining the area's openness and character, which would be further compromised by development.

This land contributes to the Local Plan's emphasis on diversity and sustainability; it is important agricultural land and is a site of biodiversity. It is highly valued by local residents for wellbeing, and it contributes to containing urban sprawl, retaining historic towns and villages, and protects the historic village of Milverton. Building here would lead to greater car use to access employment to the south of the town, and permanently remove agricultural land from our environment. Once done, this cannot be undone, and the negative impacts significantly outweigh the benefits, especially in the light of biodiversity disruption from HS2.

Supporting Documents 1-4 outline OMBJPC’s full position.
Housing need can be met without building on green belt; exceptional circumstances not present.
Flawed analysis and reliance on removed paragraph 142 (NPPF) undermines Green Belt Review and future selection criteria.
SG06 not a ‘sustainable location’; would promote car use.
SG06 fulfils the five purposes of Green Belt, contributing greatly to ‘openness’ and protecting the settings of historic settlements.
SG06 is high quality agricultural land, important for sustainability and security.
Planning Inspectorate rejected similar proposals in 2017.
SG06 already promotes the principles ‘healthy, safe and inclusive’ and ‘biodiverse and environmentally resilient’.

Whilst not within LW&GC parish, we oppose the proposal of SG06 in the Parishes of Old Milverton & Blackdown for the same reasons as given in relation to SG04 and SG07. This parish immediately adjoins our parish and such development would bring expansion of Leamington Spa into the buffer zone that protects both our communities from encroachment.

- Many residents use and enjoy this greenbelt area as a place to access countryside / green-space within walking distance
- Building on greenbelt land will have negative environmental consequences, including impact to endangered wildlife. There are plentiful other locations identified within the South Warwickshire plan that are non-greenbelt, and these should be prioritised
- Building here will irreversibly change the nature of the surrounding residential area; we are particularly worried about increased traffic, noise, and pollution
- This location is a significant walk from Leamington train station and so should not be classed as 'sustainable'

Not lawful to build on green belt land if capacity can met elsewhere, which according to the South Warwickshire Plan, it can.
Fundamentally changes the nature of the area and takes away important outdoor space for the many people who use it regularly
The land currently provides habitat for many species, of which some are on the RSPB’s conservation red list
Not a sustainable location - nearest train station is a minimum of a 30 minute walk
Increased traffic will have a negative safety and health impact on the 2 local schools (Brookhurst and Trinity) and hundreds of local kids

The Green Belt North of Leamington comprises high quality farm land and wildlife habitat. It provides exceptional green space seperation between Leamingtion, Coventry, Kenilworth and several villages. Development should only take place on non-Green Belt land. Building on the North side of Leamingtion would severly add to the existing traffic congestion through the town to access retail and comercial areas south of the river resulting in people preffering to travel to Coventry. Building on location SG06 provides no benefit to Leamington. In conclusion, proposed strategic growth location SG06 should not be included in the Local Development Plan.

No exceptional circumstances for removal from Green belt for housing. Development would be significant errosion of Green Belt between Leamington, Leek Wootton and Kenilworth. Development would not attain 20 min target as rail station, employment areas, major shopping and most senior schools are on the southern side of Leamington.

This will lead to unacceptable pressure on adjacent roads and junctions:
Stanks is at capacity.
Longbridge is at capacity.
Warwick is already frequently gridlocked at peak times.
No guarantee that there would be sufficient funding to bring about improvements.
No guarantee that businesses would offer significant employment opportunities, e.g distribution hubs are largely automated.
Green Belt - avoids encroachment from Warwick.

This land is Green Belt - Grade 1 - and should be preserved as such. It is arable land used for food production which is becoming increasingly important in the current geopolitical situation in the world. This land is immensely valuable to the wider community for receration, walking, access to fresh air and guards against Old Milverton being engulfed in Leamington's urban area.

I oppose the inclusion of SG06: it isn’t needed to meet housing demand, as non-green belt sites can accommodate growth. The location is poorly connected, encouraging car use. SG06 fulfills essential green belt purposes, including preventing sprawl and preserving countryside. The Green Belt Review had methodological flaws, and SG06 is high-quality agricultural land vital for food production. A similar proposal was rejected in 2017 and those arguments are more valid today, and SG06 provides environmental and health benefits through its green space and wildlife habitats. Developing it would undermine the Local Plan’s sustainability and environmental goals

I do not believe that the exceptional circumstances for building on greenbelt land have been justified as there is enough capacity to meet the area's housing needs in other identified locations. It is not a sustainable location with access to public transport and the land is valuable for agricultural, leisure and biodiversity reasons. It is essential that we maintain food security as well as access to open countryside for the physical and mental well-being of the local population. The site has been rejected before by the Planning Inspector for the above reasons and more, and nothing has changed.

SG06 makes a strong contributions to GreenBelt. If removed, Blackdown and Old Milverton would lose their identity and become a suburb of Leamington.
SG06 is good agricultural land with wide margins providing habitats for wildlife. Public rights of way valued by residents criss-cross SG06. Same for allotments.
Any access road would put pressure on busy local roads. Access onto narrow Sandy Lane would put North Leamington School pupils at risk. Traffic would increase through Leamington town centre as employment and supermarkets are to the south.
Additional school places, a medical practice and a community venue will need to be provided.

Strategic growth locations outside the green belt can already provide ample housing to meet expected demand.
SG06 is good quality farmland; cereal/animal feed crops are grown annually, supporting a wide range of wildlife- 36 different wild flowers recorded regularly on the public field path, and birds on the RSPB 'red list'. Such loss would be highly detrimental to residents' quality of life/mental health and to biodiversity.
Housebuilding would promote, not reduce, car use, most retail/employment sites being in south Leamington.
Transport links are constrained by town layout, precluding construction of major new cross-town access routes.

The Local Plan puts sustainability at its heart and wants new developments to be “20-minute neighbourhoods”,
where local services, including train stations and bus routes, are within a 10 minute walk. SG06 is not a sustainable
location. It is a 30 minute walk to Leamington train station from the closest point and a one hour walk from the
furthest.

SG06 area does not seem to be a suitable option for housing development. As part of the green belt, this land has significant usage for recreation, walking etc across a beautiful area with good bio- diversity.
Transport and access wise, it is difficult to see how this area could be developed in line with the environmental and transport objectives of the plan.
I am not in favour of development in this area.
