a1 The local roads can not support more traffic and parking.
2 Other local plans for Kingswood and Lapworth would add to this congestion.
3 Having the village surround by residents in another Parish and County is wrong and feels like gerrymandering. Surly in a democracy this is wrong and would need correcting. The squabbling between authorities in a small village would restrict the quality of life.
4 Local services can not support the extra growth but would not get any support from those imposing the extra homes
5 Threats to green belt and conservation areas.

HH is a small village of 700 houses with a great community spirit - your proposal to build 2000 houses nearby will decimate this. Crime will increase with village becoming what - a town with no infrastructure. HH cannot cope now with amount traffic especially when M42/40 closed. The village school is full so another primary/secondary will need to be built. HH no GP surgery, bank, adequate transport or drainage. Affordable housing - my kids live Redditch/Chelmsley. Wildlife habitats around village will be destroyed - you cannot replace the corridors once damaged. Limited jobs more pollution people travel to work.

Councils are under pressure to build new houses but this huge development is unbelievable. Drainage is the biggest issue.
Vintage drainage system cannot cope. Severn Trent will not replace narrow drainage but instead have installed flood defences which pump water out of houses back to the inadequate drains.
Frequent motorway problems currently cause queuing traffic through Hockley Heath towards Henley. Construction sites will add problems causing air pollution.
Farm land and wildlife should be protected.
All we have is one dental surgery and primary school. There is no GP surgery, pharmacy , train station or secondary school .

I strongly oppose the proposed housing development at Hockley Heath (SG24) involving 5,000 homes, citing severe impacts on local infrastructure, flooding, loss of Green Belt land, and increased traffic. This development contradicts local planning strategies and threatens wildlife, community wellbeing, and the village's unique identity. Furthermore, Henley-in-Arden faces similar issues with insufficient infrastructure and services to support new housing, risking congestion and pollution. I urge the Planning Department to reject both proposals in favour of respecting local needs and character, ensuring any development aligns with community interests and sustainability.

We support the inclusion of Strategic Growth Location SG24 – Hockley Heath in the plan, recognising it as a sustainable settlement despite most of it being outside Warwick District. The village has essential services such as shops, a primary school, and recreational facilities within walking distance. Although Solihull Borough Council has withdrawn its Local Plan, it previously identified Hockley Heath for growth, including 90 dwellings. Land owned by GR No 18 Ltd has been allocated for residential development, and a Vision Document and concept masterplan have been submitted to confirm its immediate availability for development.

The proposal to build thousands of homes on the Warks side of the county boundary with Solihull will place an unsustainable burden on the latter’s infrastructure. With no PO,GP surgery, pharmacy and only a primary school which is full the village of Hockley Heath would be overwhelmed and its rural character completely changed. The green belt of Solihull borough designed to protect urban sprawl would be compromised by this proposal in conjunction with Solihull’s own housing plans. Responsibility for the landscape should be shared between the two local authorities and not imposed by one on the others electors without representation.

Hockley Heath has limited public transport. Its primary school is constrained by its size and curtilage. It has little ability to accept extra pupils which might arise if SG23 developments were permitted.

Loss of green belt, which can never be replaced. road network not suitable. utilities would require a serious upgrade to support such a large development. Council should be looking at rezoning town centres to encourage change of use from commercial to residential, to bring life back into the towns. not the easy option of building on greenbelt destroying the landscape and wildlife. We need to be protecting our farm land to produce our food not destroying it.
the council needs to look at other options to solve the housing problem. Affordable retirement villages, students in student accommodation, release housing stock.

Urban sprawl. Character of area changed by such a large expansion.
Must preserve our green belt for future generations, seek suitable brownfield plots.
1 infrequent bus and traffic congestion now.
Access from new housing to A3400?
Ancient canal bridges and local single track lanes unsuitable for increases.
Hockley Heath floods. Housing built on this clay soil moves.
Very limited infrastructure and facilities. No feasible health access.
Serious impact to Grade 11 listed buildings: HOH1, HOH3 and HOH4.
No gas. No sewage systems. Overhead electricity leads to power cuts.
Poor phone signal.
Ancient hedgerows, mature trees and heritage hedging. Habitats. Pollution.

SG24 is being advanced without due consideration of the Solihull Local Plan, which is currently under review. The failure to adopt a coordinated and integrated approach with Solihull Council highlights the enduring issues that will arise should SG24 be taken forward in its current state. The Solihull Plan was very clear that Hockley Heath is only suitable for small scale development - SG24 is quite the opposite. SG24 within the SWLP should not be permitted to proceed in its current large-scale quantum, cannot be considered in isolation from the Solihull Plan, and must have a Solihull Council engagement and agreement.

Each individual site that makes up SG24 requires inappropriate development on Green Belt land, designed to prevent urban sprawl and preserve open countryside. This proposal fails to demonstrate the 'exceptional circumstances' required for Green Belt release under the National Planning Policy Framework with a number of the tests being applied in a flawed manner. SG24 within the SWLP should not be permitted to proceed without reviewing alternative sites / options in deeper detail and taking a more comprehensive review of the plan to release Green Belt and associated impacts linked to character, and environment, including climate change and biodiversity.

Dear Sir or Madam.
I am concerned that the size of the proposed development, SG24 is inappropriate for the village of Hockley Heath for the following reasons. Lack of NHS, schooling, policing and loss of green belt. I am also concerned that local roads will be unable to cope with vastly increased traffic. Where will the inhabitants of the proposed development find employment?
Yours Sincerely
M Tonkin

This doesn't seem to be clearly thought through. The infrastructure is not there and isnt proposed to be there to support a new development of that scale. This seems to be "there's some land, let's build on it". Traffic, schools etc already under pressure from Blyth Valley are all pressure points

We live just south of Hockley Heath and believe that the proposed site SG24 is totally wrong for the area, enlarging the village by around 5 times. The infrastructure is costly to put in place to cope - health or education provision, the added traffic management, no space in places for pavements causing hazards, historic narrow bridges, power issues, sewage issues, flooding are all areas which would need investment. The greenbelt which would be lost would cause a detrimental environmental impact. Harm will be caused to the heritage buildings within Hockley Heath 2301, 2303 Stratford Road and St Thomas's church

Summary
Development of the suggested scale would swamp and be totally out of character for a semi-rural village of 500 households like Hockley Heath. It would exacerbate exisiting inadequacies and lead to significant problems in terms of infrastructure -health impacts, utilities, schools, leisure etc-, cause harm to designated heritage assets, increase significantly road congestion and degrade the separation of Hockley Heath and surrounding villages by increasing urban sprawl.
Proposals must be considered with and informed by SBMC proposals which are emerging and to make final decisions in a vacuum is premature.

The proposed development would add 2,875 households, massively damaging the character of this semi rural village. The 2021 Census gives Warwickshire an average household density of 2.36. If this value is applied to the 2,875 proposed additional households that would represent a population increase of 6,785, being a massive 357% increase on the 2021 Census population. For those new residents without a vehicle the closest railway station is Dorridge, over 2 miles away. Access to Dorridge from the proposed SG 24 development is via the twisty and narrow B4101. Bus transport is poor at the moment.

The quantity of proposed housing would completely destroy Hockley Heath.
No scope for additional traffic, section 278 works, drainage requirements for foul and storm, energy usage, schools or doctors to name a few.
Hockley Heath is already a drive through for motorway users when busy, the quantity of additional housing will make this permanent.
Also a huge loss of loved green space and wildlife habitat.

Hockley Heath is a small rural settlement in Solihull. The building of houses surrounding the village on all three siders will destroy the village. HH has had major flooding in 2021 and development outside will threaten housing. There cannot be a cohesive community when two councils and two parish councils deal with village issues.
It has limited infrastructure, no doctors surgery, no pharmacy, no secondary school. limited public transport. Any CIL s106 would have to be diverted to Solihull MBC and Neighbourhood CIL has to go to Hockley Heath Parish Council and not Lapworth.

My concerns are as follows :-
High density housing will spoil the character of the village.
There would be issues re health care infrastructure
Transport links would be overstretched
Increased road traffic would add to noise, adversely affect air quality and safety.
Education provision would need to be very much increased for all sectors
Use of green belt land would be deleterious to the appearance of the area
The environmental impact on bio diversity would be put under strain.
Recreational facilities would be impacted negatively due to land being lost.
Public utilities would be placed under strain and need improvement.

Large housing developments would impact on transport links, provision of amenities, both medical and social, plus the education sector.
Removal of agricultural land would result in food production issues, wildlife degradation and other environmental determinants.
Utilities provision would need to be seriously upgraded before any settlement development took place.
Increased population would inevitably require greater employment opportunities. This would increase traffic volumes on already busy roads. Access to sites would increase safety hazards.
Green belt land provides open space which benefits physical and mental health. Along with villages like Hockley Heath, it preserves the character and uniqueness of the area.

The proposed development of over 2000 homes is inappropriate for Hockley Heath, as it would more than double the population and alter the village's identity. It poses environmental risks to wildlife habitats and historic sites, damaging the rural landscape. Transportation issues arise due to limited public transport and potential traffic congestion. Local schools are already at capacity, and the village lacks essential amenities like a doctor's surgery. Employment opportunities are scarce, leading to increased commuting. Additionally, flooding on the A3400 highlights the need for infrastructure improvements before any development can proceed.

SG24 would create a scale challenge for the Hockley Heath village and essential resident services i.e GP Services, Schools, which are not designed or have space for growth. The Water, Electricity and Highway infrastructure cannot support this growth. The lack of parking and increased traffic would create a potential hazard for existing and new residents.
