Objection to Proposed Housing Development at Land East of Hampton Magna (ID 573)
Further housing developments in the recently already expanded village of Hampton Magna will impose unsustainable pressures on local infrastructure, services, and the environment, compromising the village's rural character, the Green Belt, rural roads and quality of life. The local infrastructure, including essential services such as the local primary school, GP practice, and water supply, is already under enormous strain. The community already suffers from intermittent water outages, and the addition of further housing would only exacerbate this issue, leading to further strain on these vital services.

The local road infrastructure in Hampton-on-the-Hill and Hampton Magna is not equipped to handle the scale of development proposed. This, combined with the Green Belt location of the site, makes the development unsuitable for this area. Objection to Proposed Housing Development at Land South of Chichester Lane, Hampton Magna (ID 55)
I am writing to formally object to the proposed housing development outlined above. While I fully recognise the need for additional housing, I have serious reservations about the potential impact this development would have, particularly in relation to its location within the Green Belt, and the strain it would place on local rural infrastructure, which is already under significant pressure.
Concerns:
Road Network and Infrastructure Capacity: The rural road network in the area is already under considerable strain and is not equipped to support further development. The proposed addition of new homes would inevitably lead to a significant increase in through-traffic, further exacerbating congestion and heightening safety risks for both residents and road users. This would be particularly problematic in Hampton-on-the-Hill, where many of the roads are single-lane, especially in areas where parking restricts space. This already leads to delays, road rage, and accidents. Many of these roads are used as rat runs by drivers seeking to avoid congestion on the A46 or to access Warwick Parkway or as a short cut to the Birmingham Road due to the regular holds ups at Stanks Island.
Due to the established nature of the village and the surrounding housing, any attempts to widen or upgrade these roads would not only be impractical but would also disrupt the rural character of the village, negatively impacting both the local environment and wildlife.
Green Belt Conflict: The development is situated within the Green Belt; an area specifically protected to prevent urban sprawl and preserve the countryside. The National Planning Policy Framework (NPPF) states that development within the Green Belt should only occur in exceptional circumstances. The proposed development appears to be in direct conflict with both national and local planning policies aimed at preserving the integrity of Green Belt land.
Allowing this development would set a dangerous precedent for future encroachment into protected rural areas, leading to the gradual erosion of the countryside’s open character and potentially resulting in unchecked urban sprawl in surrounding areas. The proposal does not align with the NPPF’s objective of maintaining the openness and permanence of Green Belt land.
Strain on Local Services: Further housing developments in the recently already expanded village of Hampton Magna will impose unsustainable pressures on local infrastructure, services, and the environment, compromising the village's rural character and quality of life. with regard to Land South of Southam Road. This is a high quality agricultural land which supports a high number of wildlife species. Planning policy EC2 states that best and most versatile land should be protected. 22 species of birds have been recorded as displaying breeding behaviour here. The breeding behaviour of five BoCC Red list species (skylark, yellow wagtail, yellowhammer, grey partridge and house sparrow) and seven BoCC Amber list species (song thrush, wren, whitethroat, moorhen, woodpigeon, dunnock and chaffinch) was identified in the survey.
Six of these are priority species under Section 41 of the NERC Act 2006.

I am concerned about the proposed housing development south of Chichester Lane in Hampton Magna (REF ID 55). The only access is via Old Budbrooke Road, which is narrow and would lead to traffic issues in the local area, particularly at the railway bridge. This will disrupt residential life due to increased traffic. The area, currently open green space used by walkers, will lose its character and be replaced by housing, impacting local amenities. Additionally, existing infrastructure like shops and public transport cannot support the influx of new residents, representing an over-development of green belt land.

Historic Warwick, is subject to planning policies aimed at preserving its character and preventing urban sprawl. This plan to develop an Industrial / Commercial site in the Green Belt on the edge of Warwick and within view of the town and surrounding villages would be in conflict with this and not protect Warwick's historic character, maintain its openness by controlling development and preventing sprawl.
The town is of significant historical value, governed by planning policies designed to protect its character. Policies which are essential for maintaining the town’s distinctiveness, ensuring its unique heritage remains safeguarded for future generations.

Site 446, Land off Leamington Road, Long Itchington - there are flooding issues connected to this area of the village, which need closer inspection. Building on this plot would be detrimental to the Green End playing field and LILAC field, which are quiet areas of play, nature and biodiversity. Vehicular access would be extremely problematic. To the south there is Green End (a quiet cul de sac) and to the north a care home. Exits onto the A423 would be problematic and have already been identified by planners as potentially problematic in other planning applications.

Site 676 Land Off Collingham Lane, Long Itchington has been refused planning permission at Appeal TWICE so should be removed from the plan. APP/J3720/W/23/3333525 - April 2024 & APP/J3720/W/22/3298087 - January 2022. Both appeals stated that this was unsuitable for development because of the damage to the landscape amongst other reasons. It is also included in the Long Itchington Neighbourhood Plan as an area not to be developed and is outside the SDC identified built up area boundary. It is also specifically mentioned in SDC’s ‘Landscape Sensitivity Assessment’ published in 2012 as one to be avoided for development.

It is an immediately available, guaranteed site for 60-90 dwellings, close to 2 railway stations, a primary school and could help support services and facilities in Tanworth in Arden and nearby villages. Residential development 758 would not have implications for the potential B2/B8 uses on the western part of A1.

I strongly object to this development, the congestion is horrendous now on a daily basis on the roads into Stratford. This would definitely increase the local flooding issues which are getting worse each year. This would also have a detrimental effect on the local wildlife reducing their natural habitat in addition to that the light pollution would also affect the dark skies policies.

Four sites along the Coventry Road north of Kenilworth, and the Camp Farm site on Hollis Lane, are all unacceptable for development. The sites along the Coventry Road would in effect remove the last remaining sliver of greenbelt between Coventry and Kenilworth. The Camp Farm site would proliferate urban sprawl in the greenbelt a long way from any amenities.

Our Government seeks to preserve such farmland, this policy increases in strength as wheat imports become harder to source and higher in price. There is sufficient ALC grade 2 to the north and east of Leamington that would be more suitable.
*The A4177 is already over congested with long tailbacks, it will not cope with the additional traffic generated, especially the potential for HGV traffic entering/exiting the site.

Site 469 - Land east of Marton Road, Long Itchington - Directly behind a new development -Lilac View, which when being built had to raise the levels of the house considerably higher than the plans because of flood prone land. 469, if built would seriously jeopardise the houses to its south and houses at Willow Grove which have experienced increased flooding because of the new housing. Planners should consult with the wcc Flood Team for greater details on the problems in this area. It is not a suitable location for more development.

All the sites identified in Long Itchington sit outside the Built Up Area Boundary and are not suitable for development as they would compromise the very nature of the village and in many instances would exacerbate flooding.
In particular sites 334, 335, 336, 691 and 503 would result in a joining up of Long Itchington to Southam. Leaving sites in the SWLP serves to allow developers to act opportunistically putting housing in unsuitable locations and not where it is needed.

Sites 76, 403 and 13. This location faces severe infrastructure and flooding issues for Pillerton Hersey that will be exacerbated by any further development. Sewage pumping station in P/Hersey is overloaded now (and overflows); water shortages are frequent in summer (tankers have to supplement supply); and the flooding risk will be exacerbated in P/Hersey which is at lowest point of a large catchment area and already floods. Please apply joined-up thinking to these issues!

The approach in the HELAA to assessing potential sites for strategic employment land is flawed. It also needs to be reconsidered comprehensively to take into account new policy and guidance around Grey Belt. More appropriately applied a site selection methodology for strategic employment land would consider positively the land promoted south east of Junction 3 of the M42 which is eminently suitable and immediately deliverable for strategic employment development, meeting a specific requirement not otherwise addressed, and offering significant benefits. Objection on the basis on detrimental impact to the character of the area and the reduction in availabilty of school spaces and access to the local GP surgery appointments. Access to nursery spaces is already inadequate and more residential land use will worsen wait lists. Water supply is already a problem in the area with frequent and unpredictable loss of water due to inadequate and ageing infrastructure already stretched by recent developments. Inappropriate use of greenbelt, loss of natural habitat, biodiversity loss as a result.
