Development would have a number of undesirable impacts; potential coalescence of existing villages & hamlets by removing the green belt protection which defines them; requirements for new amenities and infrastructure (including foul water drainage, which is already inadequately dealt with); loss of safe walking and cycling which is so important to health and well being.
This area is key to the Arden Special Landscape: importantly Kenilworth Castle needs to continue to benefit from its heritage landscape to continue to attract visitors and to boost tourism.
If large community growth is needed, new settlements are preferred.

SG04 is, and remains, designated Green Belt, and should only be developed if exceptional circumstances can be demonstrated. This area of Green Belt has existed throughout my lifetime here at this address, to prevent urban sprawl, and keep the district identity independent, as well as protecting precious natural habitats for much wildlife for all, young and old, to enjoy and benefit educationally from. The use of brownfield sites as well as non-greenfield locations will comfortably meet the housing allocation targets, without the unnecessary destruction of this valuable Green Belt land.

The land to the west of Rouncil Lane sits on a hill that is clearly visible from Kenilworth Castle and is part of the old castle grounds. Houses built here would destroy the countryside which still contains the characteristics of the old Forest of Arden - ancient trees and hedgerows - which cannot be replaced. These houses would overlook the Millenium Way, destroying its enjoyment, and would obliterate half of the countryside footpath out of Kenilworth from Rounds Hill, to be replaced by a half mile walk between the walls of houses. This cannot be allowed to happen.

a) development of this scale would have considerable impact on local roads, Gibbet Hill, Kirby Corner, Westwood heath which are are already congested at peak times.
b) Land represents buffer between Kenilworth and Coventry, further development erodes the separation of Kenilworth to Coventry.

Richborough support the inclusion of land East of Rouncil Lane (HELAA Site Ref: 199) (part of SG04) within the Plan for the following reasons:
- Within priority growth area
- Alignment with the spatial growth strategy
- Performance against other SGs
- Alignment with the Overarching Principles on the HELAA
- Green Belt – Site is grey belt and should be prioritised for release from the Green Belt
- Addressing the Sustainability Appraisal Assessment
- Infrastructure Requirements and Delivery
- Joint and Collaborative Approach to Development
- Right Choice for Development South of Kenilworth

REFID 193 Ashow village roads are very narrow, most with no paths. Traffic and road safety, especially with a 30mph speed limit, is a concern. Deliveries and service vehicles are becoming more frequent and constantly block the narrow roads. More discussions are required within the village to discuss this potential expansion. Perhaps a referendum is needed :)
If it must go ahead what advantages could there be for all residents regards a) Paths & Road Safety b) Mains Sewerage to name just two.
Grove Lane is currently a wonderful, tranquil rural setting on a very quiet single lane narrow road.

• Infrastructure inadequate. FOUL DRAINAGE. Decades long problem with sewage discharged from Abattoir causing householder issues. Also, aside from the Abattoir issue, the sewage is barely adequate for its current load and often backs up causing issues.
• ELECTRICAL infrastructure often has outages along Rouncil Lane. My electrical supply has just been fully restored after weeks. The disruption isn’t limited to a wire being reconnected, it’s tonnes of earth being removed, paths, curbs, driveways demolished, hedges/plants compromised, and other services damaged including internet connection. Common sense tells me that with thousands of additional homes and traffic movements putting pressure on our old systems we will have more disruption.
• TRAFFIC. Type and amount of traffic along Rouncil Lane cannot be sustainable. We already have unsuitable 42 tonne lorries accessing the Abattoir (day and night) and skip lorries accessing the recycling facility (this company only located there by stealth growth).
• CYCLE ROUTE No.52. Rouncil Lane is a very well used cycle route. Development would negatively affect the safety of cyclists.
• Loss of GREENBELT. This land should be protected. What exceptional circumstances exist to justify building on this land? None. There are other sites more suitable.
• We already have a major planned development on the former Sixth Form College on Rouncil Lane putting more strain on existing infrastructure and causing more traffic.
• Loss of productive farmland. Not just a local issue. Nationally we need to protect our country’s food security.
• The Blurring of Boundaries between towns and villages undermines the idea of Green Belt protection.
• Local Amenities already overstretched. GP’s, Dentists, Schools, etc. The nearest Primary school land was halved some years ago and the other half sold for housing. The remaining school has now had its intake doubled. The knock-on effects of this cannot be understated. More traffic on an already heavily congested area near to the school cannot be tolerated on safety issues alone.
• Traffic Flow around the area is often compromised. How will thousands more car journeys around the area be conducive to good traffic flow? How does the Council expect to resolve this issue?
• Developer preference for easy, cheap and prestigious (£££££££) development sites should not be accepted by elected officials, especially when detrimental on many levels.
• Loss of amenity re access to footpaths and countryside.
• Diminishing of our historically significant areas, ie, Kenilworth Castle.
• Loss of habitat and biodiversity.
• Limited local employment opportunities.
• Brown field sites should be considered before any Green Belt sites.

I do not agree with SG04 as a location for more development, its almost half of the green land between Kenilworth and Leek Wootton. Other land nearby has recently been development, there are plans for the Rugby club to move to adjacent land between Warwick Road and A46., also the old School Site on Rouncil Lane
Kenilworth is already undergoing a huge amount of development, the whole Eastern side is expanding with well over 1000 new houses currently (Kenilworth Gate, Stoneleigh View etc)
Kenilworth cannot cope with expansion of this scale

I do not agree with the plan to build in SG04, this is good agricultural land, very scenic in terms of view and has a lot of wildlife (bats, badgers, deer, buzzards), they will have no where to live if the council destroy their habitat.
Kenilworth has already had huge expansion in this area particularly. The town culture & tranquility will be ruined if there is more.

I strongly object to the proposed housing plan due to its devastating impact on the Arden Special Landscape Area, which holds historical significance near Kenilworth Castle. This area provides crucial amenity spaces, including footpaths and cycling routes, vital for local wellbeing. The plan threatens ancient woodlands, farmland, and habitats for numerous species, including herons, woodpeckers, owls, and pine martens. Additionally, Kenilworth's infrastructure, including healthcare, schools, and roads, is already overstretched and cannot support further development. This plan would severely damage the environment and quality of life for local residents. I urge you to reconsider.

no exceptional circumstances to justifying removing the green belt status as per NPPF. 2nd lowest housing yeild of all the growth areas, would in effect merge kenilworth and leek wootton, loss of productive farmland, not a 20 minute neighbourhood (study on bus travel incorrect, is accounting for school and pre-pay bus services, not public bus), infrastructure (schools, GP's and dentists already oversubscribed with no plan to accomodate increase in population), foul drainange alreay inadequate, local employment opps limited, adverse effect on public footpaths, negative impact on heritage site (castle), loss of biodiversity, existing roads already congested.
SG04 contains vital rural land providing significant contribution to the green belt status of this area. Releasing its green belt status would be of detriment to the wider area given its connection to the Millenium Way, Kenilworth Castle as well as the local eco system.
Access from Rounds Hill (between 19 & 19A) would not be suitable as Rounds Hill is already a congested road with high traffic volume (often speeding traffic bypassing Kenilworth town centre) and increasing traffic of any sort here would not be responsible.

This development will likely require treatment at Coventry - Finham (STW) Wastewater Treatment Works, this Wastewater Treatment Works has medium capacity constraints and very high environmental constraints. Due to the size of the development, it is recommended that network upgrades will be required, alongside hydraulic modelling and engagement with STW. Overall this development site is considered a medium/high risk location, there is some capacity however in order to accommodate growth, infrastructure upgrades will be required and we would need to work closely to understand build timelines, in order to plan accordingly.

Given that all maps fail to include the route of HS2, the impact of these plans fail to indicate the how much of Warwickshire is going to be destroyed by these myopic proposals.

In summary, location is not sustainable, has adverse impact on Green Belt which is already impacted by HS2 (not properly considered in the scoring methods used) and an adverse impact on cultural heritage of Kenilworth Castle.

Looking at the map, it appears that the dwelling I live in is included in the area being considered for development. The driveway to our (rented) house is not wide enough for two vehicles and the only way access to the land beyond would entail demolishing our property. We do not have enough money to move home. If there are plans afoot to demolish the home we live in, we will be claiming massive compensation.

Kenilworth resources are not able to support family numbers. As a volunteer locally for regular community family focussed sessions and events, I envisage that housing on this site will generate community needs without services. I am aware of current difficulties for parents finding pre-school through to secondary places for their youngsters. Seeing people on foot with little safety along Rouncil Lane with its inclines and many bends is already worrying without additional walkers and traffic flow. The Development of non-green belt locations should be prioritised as it enhances spaces for the community and for families through attractive amenities and housing.

Whilst the aim is for people to live close to where they work and for Active Travel to be a priority, it must be acknowledged that people often choose to reside and work in different places. Commuting is the norm and the SWLP must accommodate this. Settlement expansion and locations of new settlements must be supported by transport infrastructure.

Building on SG04 would detract from the visitor experience to the English Heritage, Grade 1 listed Kenilworth Castle, and its Market Town. The castle site and its surroundings should be preserved for future generations to enjoy and imagine the rich history that has happened here. SG04 is on green belt land and this proposed construction is not an exceptional event requiring the removal of its designation. The green belt is there to protect the special character of the town and its Castle and to prevents urban sprawl linking Kenilworth with neighbouring cities and towns. Other brown field sites are available.

*Green belt land should NOT be allocated for housing when more suitable non-Green Belt land is available.
*Green belt areas should be protected and preserved for the well-being of existing residents.
*The proposed development will be further from the town centre, making it impractical for residents to access it via safe walking routes. This will subsequently increase the number of cars on narrow lanes.
*Limited local employment will exacerbate traffic congestion and pollution by increasing the number of residents traveling further afield.
*Kenilworth faces challenges in securing doctors, dentists, and school places. The proposed plan will further exacerbate these issues.

The majority of this is agricultural land and classified green belt. The intent of green belt is to differentiate between towns, villages and cities. This proposed area of development would almost see Leek Wootton as part of Kenilworth. The local plan would seem to be flawed. Housing developments such as this do nothing to enhance the town and local facilities, ie doctors, hospitals, dentists and schools are already overstretched. I would question the need for development of further housing in Kenilworth as it will surely impact traffic congestion as most of this will necessarily be commuter based.

The location of SG04 is not sustainable. It will increase traffic in the town which is already becoming gridlocked from the new estates already being built. The infrastructure in the town is not enough to cope with the current houses let alone 1200 more. The green belt around Kenilworth consists of agricultural land which is needed for food production and moreover is protected. It has not been rated RED. The site will impact a grade 1 listed building.
Kenilworth has been spoilt with the latest round of building, please listen to residents concerns as they are very valid.

Significant adverse effect on access to well-used footpaths into countryside, adversely affecting health and wellbeing.
Negative impact on landscape quality affecting historical views and openness across to Kenilworth castle.
Loss of important biodiversity including ancient trees and hedgerows providing homes to various birds, deer and other wildlife.
Loss of productive farmland. Green belt must be protected.
Rouncil Lane & Rounds Hill form part of National Cycle Route 52. Increased volume of transport negatively affect safety for cyclists.

Green belt around Kenilworth has already been disproportionately reduced by HS2 construction and other housing projects.
The proposal almost joins Kenilworth and Leek Wootton.
SGO4 is alongside Rouncil lane, an important cycle route used by hundreds of cyclists this will become more dangerous.
It will increase traffic on Warwick road where major tail backs occur at rush hours.
It will increase air pollution.
This is an important area for wild life! The proposal is detrimental to wild life and biodiversity.
The housing will be visible from Kenilworth castle an important historic heritage site

Kenilworth has seen a huge amount of building on Glasshouse Lane side of the town and planned development of the old Kenilworth School sites. This is already putting strain on the town centre roads. Although building on this land is claimed to be sustainable for example terms of access into the town centre by foot or bike this would be unrealistic for people living on the further reaches of the development and will send even more vehicles into the already overcrowded town centre. The schools are already at capacity - the town will not benefit from this additional housing.

This proposal threatens protected Green Belt land without justification, reducing the gap between villages and extending development into the countryside. It will permanently damage the Arden Special Landscape Area, harm biodiversity, and destroy productive farmland. Infrastructure is already overstretched—schools, healthcare, and drainage cannot support further growth. The site is unsustainable, lacking essential amenities within a 20-minute reach. Increased traffic on unsuitable roads will worsen congestion and endanger cyclists. Access to valued footpaths will be lost, impacting community well-being. Site selection should be based on planning merit, not developers’ preferences. More appropriate, less damaging locations exist.

Foul drainage on Rouncil Lane is barely able to cope with current demand with issues often occurring.
Amenities are already over capacity, ie. Schools, GP's, Hospital.
Road access inadequate via Rouncil Lane / Leek Wooton?
Unnecessary loss of Green Belt with no justification (NPPF) - plenty of brown field sites are available.
Is there a proven need for so many homes in this area? Where do the proposals come from? Landowners??
Loss of productive farmland & loss of public access to country side.
Reduction in bio-diversity.
Reduction of cyclist safety on the national cycle route.
