I agree that there is a need to provide additional housing in South Warwickshire. Consideration should be given to the costs of providing infrastructure / services in the assessment of sites for the new local plan.
The land at Hatton new settlement proposal would not in my opinion be as cost effective to provide the houses required as other sites in the South Warwickshire area.
I strongly object to the inclusion of a new community at Hatton in the new South Warwickshire Local Plan.

Site B1 is totally unsuitable for development. The premiss that Hatton railway station could be developed to serve a community of 18000 people is totally flawed. There is little capacity on this line for extra and longer trains which would be needed. If the station cannot be developed due to this as well as its poor road access, then the site should be dismissed.
Road infrastructure in totally inadequate. Significant funding from local and central government, as well as the developers, would be required. Uplifting rail travel from 5% to 11% still leaves 89% requiring use of roads.

In summary, my strong objections to the designation of "land at Hatton" as "more suitable" for inclusion within the SWLP:
1/ "Land at Hatton" is Green Belt land, and should therefore be protected from such a massive development, hundreds of acres of agricultural land, a natural habitat for wildlife, and vital for the physical and mental well-being of countless people.
2/ The infrastructure simply cannot support such a huge influx and would be too costly for developers
3/ Rural road and rail facilities are woefully inadequate to support a new settlement of this type, potentially incurring prohibitive costs to upgrade.

The proposed development will irreversibly destroy a vast area of Green Belt Land, leading to a loss of biodiversity and completely altering the local rural landscape. This makes the site entirely inappropriate for development. The small rural villages of Hatton and Hatton Green will be completely engulfed, suffering from increased strain on local roads and services, particularly schools. While there are vague references to improving local amenities, there is a total lack of detail. Based on recent developments, any efforts will likely be superficial and tokenistic, merely to meet basic planning requirements.

The aim of new locations is to unlock economic growth by improving labour mobility and job opportunities, addressing housing constraints, and accelerating housing delivery. New homes will cater to diverse communities, including affordable and high-quality social housing.
Strong communities will be supported by essential infrastructure and services such as education, healthcare and green spaces. The initiative also focuses on creating environmentally resilient places with sustainable design and low-carbon infrastructure to support the net-zero agenda.
New settlements, each with at least 10,000 homes, will be developed, either as standalone sites or by expanding existing towns, work starting by end of Parliament.

The local area has huge traffic problems. The main Henley/warwick road is very busy & cars drive way too fast. It is not safe for people to be out on the roads as walkers, cyclists & horse riders…it is dangerous. There is no following of the speed limits at all.

I formally object to the proposed development at Site no. 136, as I am a resident of Hatton. My objections include the loss of green belt land, significant changes to the local area's character, and increased traffic that could compromise children's safety. The local infrastructure, including schools and GP services, cannot accommodate the expected influx of residents. Furthermore, the environmental impact on protected trees and wildlife is concerning. I have already faced disruptions due to roadworks, affecting my work, and believe our community deserves better management of new housing developments.

I would like to formally object.
As a Hatton Park residence since 2002 I have seen a huge increase in traffic over the years which has further increased with the new estate recently built by [Redacted - Developer's name].
There has been no increase in essential infrastructure to cope with the increase in population, such as roads, GP practices, schools etc.
The area simply cannot cope without a huge road redevelopment that would be needed to accommodate a development of the size proposed.
The havoc that was caused by the recent [Redacted - Developer's name] development of just 120 house is evidence of that.

I strongly oppose the proposed housing development of 8,500 houses in Hatton, where I grew up. This plan would destroy the rural character of the area and ruin the countryside that I cherish. The potential increase in noise pollution, traffic, and loss of privacy for my family, particularly my mother, is deeply concerning. Specific plans around Holy Trinity Church would disrupt a peaceful resting place for my father. Additionally, building next to my mother's home would eliminate her views and affect her quality of life, threatening the local wildlife I valued in my childhood.

Hatton Railway Station totally unsuitable for this proposed development. Railway at capacity, platforms too short, no disabled facilities , access poor.
A4177 already congested at peak times ,it has adjacent local, narrow country roads, non - existent footpaths.
Loss of Green Belt, need to be growing food not building houses that arguably the local area does not require,
Loss of hedgerows, trees,wildlife habitats, not good for mental health and well being.

As a local resident I object to the B1 Hatton proposal.
8,000 - 10,000 new homes in this location is unjustifiable given low local housing need, age demographics, and a lack of local jobs. The active travel and homeworking assumptions are flawed. The expectations for rail usage are unrealistic and would require major investment. Other existing infrastructure is also insufficient to support current needs.
The Site Selection Methodology is unsound as any classification between certain and impossible is categorised as amber.
The SWLP Strategic Transport document acknowledges extensive investment in road infrastructure would be required. This would also entail compulsory purchase of many large and small areas of land. The costs would be well in excess of £500m and would require direct government funding which would be poor value.
The Green Belt is important to protect the countryside from urban sprawl and retain the character of rural communities. It is important for health and wellbeing of residents, as well as the UK's food security. Many animals and birds rely on it. In particular, building on site B1 would be a death sentence for wildlife. Green Belt contributes significantly towards reducing and mitigating climate change. NPPF Paragraph 147 confirms Green Belt should not be developed if other options exist. The classification of Green Belt Land in the Plan and the technical evidence appears dubious, inconsistent and confusing. I suspect consultants have been commissioned to give a non-balanced view. NPPF Paragraph 157 sets out increased affordable housing requirements of up to 50% where Green Belt is released. This and likely requirements for new Highways Infrastructure will make building on Green Belt unattractive and unviable for developers. Where they do decide to build they will pressure the Local Authority to relax the rules and build more profitable executive homes.
Employment provision is unrealistic as large companies would not want to move to an area with weak transport and utilities infrastructure. There are no existing large employers nearby so large-scale development would likely generate up to 20,000 additional road trips daily.
The proposals acknowledge infrastructure needs but then offload provision to other organisations without any information about discussions with providers and whether they could deliver the infrastructure within the required timescales. A key issue is whether providers could cope better with demands from a single large development or a number of smaller developments dispersed around South Warwickshire. No infrastructure has been provided at Hatton Park. The Plan must clearly state that roads, schools, medical, police, social services, transport and active travel infrastructure is completed before any housing development. X1 and X2 are more attractive options due to access to a main line rail station, hospital, existing skills and jobs, retail outlets, and the M40 motorway.
If the Council continues with the plan for B1 Hatton it should formally be classified as a New Town. This would allow a Development Corporation to be established to mitigate land availability and timescale restrictions. It would ensure road, public transport, housing, employment, healthcare, schools, shops, leisure etc are part of an overall plan. The housing mix and industrial/commercial mix can be centrally-controlled and the delivery of infrastructure can be centrally-coordinated to deliver a cohesive settlement and a highly attractive and desirable place to live and work. This would minimise disruption to existing and new residents alike, and enable existing Council staff to continue to focus on delivering current services.

I strongly object to the proposed building plans adjacent to my mother's property in Hatton. Having grown up there, I cherish the privacy and views that would be lost if houses are built. The plans would directly impact my mother's quality of life, as she has enjoyed a peaceful environment without neighbours. I have fond memories of playing in the nearby woods, which I believed were preserved for wildlife. The presence of new homes would disrupt this ecosystem and alter our family home significantly.

Having grown up in Hatton Green I oppose the B1 new settlement proposal.
B1 is Greenbelt and supports a variety of wildlife. The countryside is important to physical and mental health. There will be noise, landscape impacts, and impacts on public footpaths. Increased housing density and reduced social cohesion risks increasing crime and community tensions.
Recent developments have resulted in gridlock on the A4177 towards Warwick at peak times. The condition of roads such as Dark Lane and Firs Lane has worsened as more vehicles take county roads in an attempt to avoid the traffic. This endangers horse riders, cyclists and dog-walkers. The proposed development will worsen this, ending in fatalities. Roads would need widening, installation of proper curbs, and regular maintenance.
Existing hospitals struggle to cope with demand. GP surgeries and dentists are at capacity. More schools will be required. Local schools such as Ferncumbe Primary are sacrificing playing fields for more classrooms. With extra school provision comes need for extra car parking, bus services, and play areas. Additional shops, leisure facilities, pubs, supermarkets etc will need to be provided for the increased population and because new residents shopping in other towns would create more pollution and congestion.

In regards to the development plans around Hatton. I strongly object to the project.
The villages can not cope with the Traci fall at the moment, I have horses and dogs and have noticed a huge change in the volume of cars on the lanes and footpaths being busy. Some of these will be lost with building. The wild animals will also hugely suffer with further building. We do not have the school or travel network to cope with a huge build and although amenities may be built in to the project I choose to live in the countryside for a reason and do not want to feel forced out of my home to move to a different area because the government and counsels our removing our right to live in the country side by building on land we and our wild animals treasure

The area around Hatton Green, Hockley Road and Birmingham Road are already very busy, especially rush hour and school drop off/pick up can be very dangerous. At weekends a lot of people cycle round the area and there are frequent accidents/near misses involving cyclists/pedestrians/horse riders.
Increased traffic will make the Hockley road/Dark lane junction even more dangerous.
The area around the back of the church if built on is likely to make the traffic round Hatton Green much worse.
There are not the amenities in the area to support the extra population.

Massive infrastructure cost required to provide the necessary access routes for all forms of transport - how is this FULLY funded?
Requires commitment from other agencies e.g. Network Rail to be committed to developing Hatton Station into a fully functioning commuter station.
Affordable housing is needed but not in rural locations without proper transport links.
The local area cannot support such an increase in both population and cars - 8,500 homes could mean 16,000 vehicles.

Thought Warwickshire council had a policy of keeping built up areas Urban areas separate from rural areas and developing the B1 site would be in breach of this policy ? This Hatton area of Warwick deep with historical importance and this would be lost with the development of the B1 site.
The infrastructure is not there for the proposed 8000 houses as if this development went ahead then this increase the population in this area by approx 18k of people and would add in excess of 10,000 additional cars and this would break the already insufficient road network

I would like to voice my objection to the Area B1 being considered. Not just for eating into the green belt, but on the basis of inadequate infrasctructure, particularly the road network. Any development in and around Hampton on the Hill, particularly to the North, increases the traffic throught the village considerably. Following the developments at Hatton Park and Budbrooke the traffic throught the village is often at a crawl at certain times of the day. Woodway becomes a commuting 'rat run' and the que on the B4463 to the A46 island is considerable and ridiculous.

I wish to object to B1 on the following grounds. Environmental impact, roads and particularly Dark Ln, which already dangerous, no footpath, very narrow and a ‘rat run’ Water runoff and flooding. Habitat and wildlife destruction. Commuting too far out. Water supply inadequate. Prime farmland and it is will be destroyed and I have it in very good authority that the owners have no intention of developing the so called eco village. They have already started to eradicate protected wildlife from the site. Conversation with owner shows lack of intention to install facilities, roads doctors and schools.
