This location should be considered alongside SG07 and land between the two areas and around Warwick Parkway station as a New Town or similar 'planned community'. The Councils should consider how, if any, sites meet the new Grey Belt tests. The SA documentation needs to reflect this option and cumulative impacts. As a whole this intervention could deliver a significant amount of the SWLP 'to find' development/housing 'needs.' Both Hatton and Warwick Parkway are main line train stations to/from Birmingham and London.

• Local roads are just not adequate to cope with the increased traffic. Assuming an average of two cars per household, we’re looking at around an additional 16,000 cars.
• Nunhold Road/ Pinley Road runs from Pinley to Dark Lane, past the turning for Hatton Station. This is a single track country road with passing places.
• It is already a much busier road following the opening of additional business units at Grange Farm and horse stables and menage. Being single track, it’s already easy for congestion to build up.
• This road, together with the connecting country roads, would very quickly become a cut through route for residents at the Hatton development. The road will be absolutely destroyed from heavier use. You only need to look at the state Ossetts Hole Lane and Common Lane resulting from the traffic diverted from Claverdon is see that the local roads will just not be able to cope with the volume of traffic.
• It’s a popular route for dog walkers, cyclists and horse riders The increase in traffic which will come from the proposed development will greatly increase the risk of motor vehicle incidents and create safety hazards for walkers, riders and cyclists.
• The area is a popular route for local DofE Silver students. What alternatives would they have if all of green belt is to be developed.
• A development of the size proposed will have a significant impact of the local noise and pollution levels. Both from the construction activities and the increased traffic.
• There are a lot of small villages/ hamlets with few local amenities. The proposed development in not in-keeping with the current character, and will have a significant impact on the character and appearance of the local area.
• This will be a permanent loss of green belt, severely impacting the lovely wildlife we have locally.
• Concerns over the impact on local services. In particular, Warwick Hospital will not be able to able to cope with increased number of cases that will come from the large number of additional households planned.
Surely there must be other areas available for development with better road infrastructure and which would have less of an impact on green belt. There are many derelict areas which could be put back into positive use with smaller size residential developments.

I have attended several Hatton Parish Council meetings in 2024/25, and heard presentations about the SWLP and the proposed Hatton New Settlement, which plans to develop over 8000 homes on 640 acres of farmland. I strongly object to this plan due to inadequate infrastructure, particularly concerning traffic and local roads, the loss of valuable agricultural land, and the strain on local amenities like Hatton Station and Warwick Hospital. Additionally, the environmental impact on wildlife and the questionable motives of the landowner raise significant concerns. I urge the Council to reject this proposal.

This area is a green belt area, with this land highly important to many forms of wildlife - especially bird species and those within the food chain. The area itself is simply not cut out for a large scale development. The roads and transport infrastructure is not there, and is already stretched. One of my children goes to Ferncumbe C of E and the school cannot expand so limited places. Healthcare is a huge issue, in particular the hospital and the A&E times. There is simply not the infrastructure here.

I object to good agricultural land being built on, especially at a time when national security concerns suggest that food security has assumed great importance. The loss of green space and negative impact on wildlife is also very concerning. Plus the nature of adjacent very small lanes would mean an impossible amount of traffic congestion and increased risk of dangerous accidents. It does not seem to me that the necessary infrastructure has been thought through as local services are already stretched.

As a resident of Hatton Green, I am writing to formally express my objection to the proposed development of B1, which includes site references ID 159 and 160, as outlined in the SWLP.
My primary concerns revolve around the potential impact on greenbelt land, increased traffic congestion, and the strain on local infrastructure.
I have attached a pdf giving a detailed explanation behind my reasoning.
I would also like it to be noted that the 6-week consultation period provided for public engagement on this proposal has not allowed sufficient time for thorough consideration and feedback.

While not ideal, B1 is far preferable to C1. Its proximity to Warwick Parkway Station and the A46 / A4177 would give better transport links than could be provided at Kingswood. Recent development to the east of the A4177 has already changed the character of the existing settlement so there is some logic in extending that trajectory as opposed to fresh start greenfield area.

Existing road infrastructure inadequate to accommodate increased traffic. There is existing congestion due to traffic light juction Hampton Magna/A46 access/egress island peak commuting hours. Congestion exaberated with size of development. Increased congestion through parking in Hampton Magna causing (avoiding rail parking fees) disruption/ inconveinience to residents and reduced parking school pick up times. Parkway rail station inadequate parking to accommodate potential parking demand. Rat run traffic through Hampton on Hill and Magna increased congestion/jams - single carrigaeway from resident parking. Development near flood zones greater risk of wider flooding including surfave water.

I formally object to the inclusion of the proposed New Settlement at B1 - Land at Hatton in the South Warwickshire Local Plan, as a resident of Hatton Park. My concerns include insufficient local amenities, such as schools, healthcare, and community services, which have not kept pace with existing developments. The anticipated increase in traffic will exacerbate congestion and pollution, while more housing will threaten local wildlife and increase flooding risks. I believe this development undermines the rural lifestyle valued by current residents and will negatively impact mental well-being.

The planned development will destroy the current rural feel to the area. The roads would also struggle to cope with the increased level of use causing more traffic jams. The local services would not be able to cope with the increased number of residents. Doctors and schools would be overloaded. The local wildlife would also be effected and they would be displaced to smaller areas reducing their population. The local drainage already suffers and with increased levels of residents the local sewerage would not cope.

We are already inundated with new houses and traffic. The only shops and hospital is in Warwick itself so all residents of Union View, Hampton Trove and Hatton Park have to travel into Warwick, via the A4117. It's no longer safe to cross this road for the many walkers and cyclists who come into Middle Lock Land, often with their children and dogs. We need to safeguard the green spaces that are left, and to protect the canal and its environs for the use of bargees and visitors who come to see the famous Hatton Flight. Save our wildlife please.

This proposal is fundamentally flawed. It lacks the necessary infrastructure, devastates the environment, and imposes an unsustainable burden on local services. I strongly object and urge the planning to reject this development and instead focus/consider other sites in the Warwickshire area which represent a more sustainable, cost effective well-planned housing solutions in locations better.

The land is Green Belt. It is not sustainable to remove so much land from green belt every time a new local plan is produced. The existing transport infrastructure is not adequate. A new junction would be needed on the M40. Hatton railway station is hardly served by many trains, those wanting to use the railway will simply drive to Warwick parkway.

We agree that the B1 proposal is a more suitable location for large scale additional housing.
This area has already got large scale development of housing in progress. If more houses do need to be built in a large number, this area would make more sense than some of the other proposals. There is the Hatton train station that already has very frequent trains to Birmingham/London/Leamington etc. at commutable times, which makes this site far more sustainable than other proposals such as BW.

Traffic-access to the proposed housing is through narrow lanes and via a the B road onto Stanks roundabout / A46. Queseus are frequent from the current Hatton development on the B road..A46 cannot handle this development. Queues are bad now. Increased air pollution and increase health issues

The proposed new settlement at Hatton is disproportionate to the existing scale of development in this semi rural location. It will have a significant adverse impact on the quality of life of existing residents who will face 30+ years of disruption. The settlement would result in the joining up of the urban area of Warwick with Hatton contrary to green belt policy. There are sequentially preferable sites not located in the green belt that should come forward first before green belt land is released.

Infrastructure - Road network not suitable, due to lack of truck roads and limitations with developing country lanes, due to existing dwellings and other limitations. Doctors, schools and Warwick Hospital, already at bursting point, what's the plan for that? Access to the Hatton Park plan?? How can thousands more cars use the existing access.
Pollution - The area already has high levels of pollution, which will be seriously compounded with thousands more vehicles on the local roads.
Critical green space - losing our green belt and countryside, destruction of our natural habitat and wildlife.

I object to the B1 proposal, including site references ID 159 and 160.
The proposed new settlement is within Green Belt. I do not believe the NPPF requirements for 'exceptional circumstances' have been demonstrated. Brownfield sites should be considered first. Development would reduce availability of green space for walking, with impacts on quality of life and physical/mental health for residents and visitors.
Why does the SWLP not challenge the 40% housing increase set by central government. Across England the requirement is 6%. The birth/death rate in Warwickshire is currently even and existing housebuilding more than meets local needs. Why aren't unmet needs in Birmingham and Coventry being met through brownfield sites and unoccupied housing in those areas? The village build for the Commonwealth games is empty. Along with existing permissions these should be enough.
The area is primarily served by poorly-maintained rural roads. The road and transport infrastructure could not support development of this size. The A4177 and B4439 are already near capacity. There is regular congestion at the M40 Longbridge Junction, A46 Stanks Island and A46 corridor. I can see no provisions in the Plan for improved public transport or infrastructure upgrades. Hatton Station is a small unstaffed station with limited parking facilities. Major investment would be needed to create a viable transport hub, Warwick Parkway is struggling under existing demand. Improvements to all these deficits would be needed before housing development begins or there will be severe traffic congestion.
The local school in Hatton Green is close to capacity without space for expansion, located on a small rural road which creates major traffic congestion during term times. Children from housing on sites 159 and 160 would have to be bussed to other Warwickshire schools which would increase carbon emissions and fail government targets for children walking to school.

Connectivity: development of the local road network and connecting to the SRN render this site financially and environmentally non-sustainable. Hatton Station and the rail service available could not and would not significantly reduce private car usage.
Countryside and the Canal Conservation Area: provide an important and much used recreational resource for residents of nearby towns with associated health benefits. This land contributes valuable 'green belt' separating Warwick/Leamington from the West Midlands.
Warwick District has a similar population to the much larger Stratford District and is already relatively congested.
Development should be more evenly distributed.

We have had unprecedented attendance at meetings arranged to inform residents of the plan, and they are
overwhelmingly opposed to the selection of Site B1.
South Warwickshire does not have any development requirements. The population is stable and there is low
unemployment. This site is topographically varied, and while the overall flood risk may be low, significant flooding has been experienced to the north-east and north central areas of the site. The site is in the Green Belt, and is important in preventing the coalescence of Warwick/Leamington and the West Midland conurbations. This increase in the population of South Warwickshire will require a new District General Hospital, with A&E facilities. There will be a population – infrastructure lag placing an increased burden on the existing provision which is already at capacity. Road connectivity is poor. It is not possible to see how either road or rail connectivity could be augmented to serve a community of this size.
A Housing Needs Survey carried out in 2020 by the Warwickshire Rural Community Council showed a need for 3 dwellings, since when 150 have been/are being built in the Parish.
Any large scale commercial development would however increase the vehicle movements on and around the site as many, probably most employees would live elsewhere.
As 50,000 houses at, say, 50 tonnes per house = 2.5m tonnes Co2, plus that released in the construction of roads, schools and other infrastructure, this aspiration falls somewhere short of realistic, as noted in the Sustainability Assessment.
It is not conceivable that the beauty of South Warwickshire can be enhanced by this scale of development, however well designed.
The canal corridor, lanes and footpaths in and around Hatton are a valuable and much used resource providing the health benefit of exercise, recreation and access to nature and the countryside.
While this site may comply with the employment aims of ‘Option 4’ it does not comply with the transport requirements. Its proximity to Hatton Station is irrelevant. It is not ‘sustainable’ and we believe that this will be the conclusion of the Planning Inspectorate.

Small railway station which cannot be made bigger Network Rail say no more stock so service is not going to improve

Better to put an isolated hole in the Green Belt near transport links than induce sprawl of larger towns towards each other. This area already has a train line and other infrastructure that makes it a good option.
