The proposed site regularly floods to high levels. At the moment this is non disruptive to the town as it allows high water to naturally drain instead of flooding the town centre
The sewage system in this area is already a concern. Living where we do we regularly have issues with drain blockage and strong odours that requires action from Severn Trent. How will it cope with the proposed extra housing? Both of these issues are environmental and health concerns
Finally the town does not have the infrastructure to support these additional dwellings.

The proposed development across the river means the loss of our tip. The road into Shipston is closed by flooding at least twice a year. The incursion into proper Warwickshire countryside with lovely views and dog walking for residents is completely wrong. There is already a shortage of parking in the town centre which is known for its independent shops, charm and ease of access to the elderly. This is urban sprawl at its worst.

The proposed development would result in significant population increase putting pressure on already overstretched GP practice, schools and local facilities.
Shipston has no rail service, limited and unreliable bus service and traffic congestion is already high.
High levels of flooding already regularly occur making the fields at Fell Mill impassable. Development will exacerbate the problem impacting the town centre and surrounding villages.
The current sewage system is already over capacity.
Given that this area is close to the Cotswold National Landscape , development would cause significant harm to its character.

The infrastructure required to enable building in this area would be very costly and probably done to a substandard quality, if left to the potential developers. The residents will be left with more shoddy homes with an increased risk of flooding and a risky walk or drive into the town over the small bridge.

Shipston (SG17) should not be designated as a strategic growth area for many reasons. its infrastructure is limited with no railway station and inadequate bus services, employment opportunities are scarce and Fell Mill Lane (148 & 747) east of Shipston, sits on a grade 2 & 3 floodplain. Additionally, education, healthcare, and green spaces are already under pressure. Increased development would exacerbate traffic on narrow roads, pose additional flooding risks, and damage the rural character. Further development would compromise both the local environment, our heritage and the quality of life. Shipston is not a viable option for sustainable growth.

There is inadequate health care for the current residents let alone hundreds more people. The new hospital building has been a ridiculous and pointless exercise as it is not going to contain any beds for the ever increasing elderly population. There is increased flooding risk due to antiquated pipework and too many residents on the new estates already. Shipston and surrounding villages are in a very ancient and beautiful part of the country, masses of houses will completely spoil it. There is little work in the area which would cause people to commute to the larger towns.

To whom it may concern.
I hear that land owners around Shipston Town have offered their land for development; I would like to point out the unsuitability of land off the B4035, Fell Mill Lane and behind River Way. Part of it is floodplain, it frequently floods from the river Stour and because of climate change/global warming it is rapidly getting much worse. I have lost count how many times the river has broken its banks in the last year.
The infrastructure is already overwhelmed by the amount of building that has gone on over recent years and in my opinion it can’t take any more major developments.
Please consider carefully where all these proposed properties will be built.

I am 82 years old and have lived in this area all of my life and it will be ruined with all these proposed houses. I am very concerned about the lack of facilities in Shipston already. There is constant flooding and the doctors surgery is struggling to cope with the existing population. The bus service is less than satisfactory and the town will be choked with cars. It will be a sad day for Shipston if all this building goes ahead.

While I understand development is necessary, as a local resident I am concerned that the proposals for Shipston-on-Stour would harm the town's character and environment. Traffic congestion would worsen, with impacts on quality of life and safety. The single-track bridges at Barcheston and Honington struggle with current traffic levels. The A3400 and the B4035, which connect to major hubs such as the M40, Oxford, Stratford-upon-Avon, and Banbury, are consistently busy. Barcheston and Honington, untouched since the Middle Ages, may become alternative routes for traffic.
Local employment opportunities are limited and continue to decline. The distance to major employment hubs necessitates travel, yet public transport remains infrequent, and there is no train station, making car ownership essential for most residents. The historic Market Square, part of a conservation zone, is cherished by locals and tourists. However, it suffers from severe congestion and limited parking, with no space for expansion. Development could worsen this already pressing issue.
Green spaces are scarce. Natural areas like Fell Mill, celebrated for their beauty and importance to our community, are at risk. Losing such spaces would diminish our quality of life and harm local ecosystems. Fell Mill and Angela’s Meadow (Refs: 148, 747, 552, & 062) fall within the Cotswolds National Landscape buffer zone and are integral to the Feldon National Character Area. Their preservation is essential for the community's well-being and future generations.
Approximately 42% of the Fell Mill site lies in flood zones 2 and 3, and it is split by floodplain. Development would exacerbate surface water runoff, increasing flood risk in Shipston and in neighbouring villages and downstream areas. The sewerage system is at full capacity. Honington and Barcheston bridges are frequently impassable due to flooding.
Local infrastructure and public services are already under strain. Schools, healthcare facilities, and other essential services are inadequate. For example, the high school is oversubscribed and lacks a sixth form. An influx of new residents would heighten these challenges.
Please consider alternative locations for development of this scale, such as the Long Marston or Bearley sites which have been previously evaluated as viable options.

Historical Mark Square is part of Conservation Zone - limited parking and increase of traffic through the town, causing delays and extra congestion.
Ref 552 - Recycling centre highly used if demolished will cause Fly Tipping.

I am Horrified to think that yet more new houses are even being considered for future development in Shipston when our schools are over subscribed, our health services are inadequate, our token new hospital may not even have beds and our sewerage systems are already over capacity.
Shipston has suffered past floods and surely even more houses will increase the further risks of unnecessary flooding.
I cannot believe we may lose the tip which is very well used by locals and villages near by.
Traffic congestion and pollution will sore.
I totally oppose the proposals.

I believe there is a lack of common sense regarding housing development in Shipston-on-Stour. Key issues include the flood plain which may mean buyers cannot get insurance, ongoing sewage problems, lack of jobs, and absence of petrol stations and electrical points. The town only has small convenience stores, limited public transport, and insufficient emergency services. Schools and medical services are at capacity, and there is no hospital. The bridge cannot handle more traffic, and essential services like the bank and tip are at risk of closure. Significant improvements are needed before any more houses are built.

The proposed growth in Shipston would increase the population by 50%, which is concerning given the existing inadequacies in roads, bridges, and parking. Local health services are already overstretched, and the development area SG17 is on a floodplain with poor access via old single-lane bridges, leading to significant traffic delays. This increase in population contradicts the loss of beds at the Ellen Badger Hospital. The 690-page proposals are difficult for the public to digest without an executive summary. Overall, the proposals are unsustainable regarding infrastructure, including healthcare, schools, and community services.

Proposed site is on a flood plain, Shipston is already susceptible to flooding.
Not enough amenities to support new houses, only 1 small GP surgery, no supermarket, no petrol station, schools bursting to capacity.
Shipston already struggles with volume of traffic, public transport links very poor round here for non drivers.
We have already lost lots of our green space and wildlife, to lose more would mean we are no longer a rural town.
Proposed site is where the recycling centre is which is a much needed amenity to the town and cannot be lost.

NO. Shipston-on-Stour’s infrastructure is struggling to cope with the recent expansion in housing with no more capacity at the town’s medical facilities, schools and shops which is forcing residents to travel to other towns for these services. In respect of the secondary school there is no provision for years 12 and 13 therefore forcing pupils to attend distant schools with limited or non-existent bus services. The town’s surface water and foul water drainage systems are working overcapacity with frequent occurrences of flooding. There is limited employment within the town thus forcing the workforce to commute by car as there are limited bus services which is not sustainable. Therefore an effective doubling of the town’s population with the areas shown for SG17 would completely overwhelm the Town’s infrastructure without major investment. The suggested SG17 area east of the River Stour is undeliverable without a new bridge across the Stour (the existing listed bridge is totally unsuitable for the traffic from the size of development proposed). Furthermore the road system in Shipston town centre is not suitable for a major increase in traffic, especially HGV traffic during construction for these suggested development areas. In conclusion the SG17 proposals are not sustainable and do not conform with the requirements of the NPPF without a very significant investment in the town’s infrastructure before any development.
No reference is made to Shipston being located entirely within the Special Landscape Area 96 ‘’Dunsmore and Feldon’’. This omission affects the ranking and significance of landscape to Shipston-on-Stour
The developer suggestion to redevelop the household recycling site in Shipston-on-Stour, SG17, should be rejected as this is a key community facility for residents in Shipston-on-Stour and its hinterland. Closing this site for redevelopment will force users to make car journeys to other sites, eg Wellesbourne, which will increase the carbon footprint.

The suggested areas shown for SG17 to the east of Shipston-on-Stour is undeliverable without a new bridge across the Stour for the size of the development proposed in the combined areas 148, 303, 552 and 747. In conclusion the SG17 proposals are not sustainable and do not conform with the requirements of the NPPF without a very significant investment in the town’s infrastructure before any development.
The HELAA makes no mention of the fact that Shipston-on-Stour lies within the Special Landscape Area 97 ‘’Dunsmore and Feldon” SLA.
The HELAA needs to differentiate between secondary schools that cater for years 12 and 13 and those that don’t. Shipston-on-Stour’s secondary school does not cater for years 12 and 13 and therefore pupils have to travel to other secondary schools which is not subsidised by the local education authority. SA Objective 12 is not correct in stating that access to further education is a minor negative impact. The impact should be rated higher.

The Conservation town of Shipston has a small town centre with very limited parking with no space for expansion. There is no train station, and infrequent bus services to major local towns therefore non ecological car use would be essential for commuting to work as there are restricted further employment opportunities in Shipston
Developing these sites will increase surface water runoff risking flooding in Shipston & surrounding villages.
Barcheston and Honington have remained undeveloped villages since the Middle Ages and are historically mentioned in the Doomsday Book, these developments will irreversibly damage their intrinsic character because of over development.

SG17 includes flood plain and is bisected by flood zones 3 and 2; the SWLP Infrastructure report states flood prone sites should not be selected. This area is the ‘green lung’ of Shipston and lanes and footpaths are well-used by residents and visitors. Shipston already lacks green spaces. It is open countryside, development would harm the landscape and character of the area. The whole site is within 3km buffer zone of Cotswold National Landscape (CNL, AONB). Development will impact the setting of historical settlements e.g. Honington, Barcheston. Increased traffic would damage historic assets including Shipston and Honington bridges.

I am objecting to the proposals which frankly are absurd, initially I thought the proposal was outlining the flood plane! I attach a short letter, but bullet them here. Flood risk, the fell mill and angela's meadow is in a flood plane. Local amenities, the plans more than double the town which already cannot support schooling and would significantly impact within the buffer zone of AONB. Roads the historic single carriageway bridges and town one way are not suitable to double the town size. Plans are harmful to the environment without benefits shown.

The number of houses proposed are too many and will put undue pressure on local schools and amenities such as doctors/dentist. Building on a flood plain is nonsensical because this will further impact other existing homes as the water will need to go somewhere. The plan also proposes closure of the tip site which will no doubt increase fly tipping, ruining our lovely local landscape. The roads around Shipston are already in dire need of repair and additional vehicles will cause more damage. In addition there is no train station or reliable bus service in the area.

Strategic Objective 3 – Providing infrastructure in the right place at the right time
Shipston is not on a sustainable transport corridor and is lacking; in School 6th Form, community Hospital with beds, sewerage network capacity and Fire Station.
Strategic Objective 6 - Reducing and managing risk of flooding from all sources” Draft Policy J - New development should be prioritised to areas of lowest flood risk
